Summary

About the Position: Serves as an Administrative Officer for the Joint Activities located at Fort Bragg, North Carolina.

Duties

  • Coordinates staff actions, clarifies responsibilities and deadlines, consolidates responses, and develops guidance and standards for new or changing program areas.
  • Advises management on complex administrative and civilian personnel policies, procedures, and programs.
  • Plans and leads complex special studies and administrative projects requiring coordination across multiple organizational elements.
  • Analyzes staffing and manpower data to identify workforce inadequacies and recommends solutions to management.
  • Advises management on employee development, training, employee-relations concerns, skill imbalances, and workforce utilization.
  • Evaluates new or revised higher-headquarters guidance and directs implementation of compliant policies and procedures.
  • Tracks authorized and assigned workforce levels and evaluates the effects of regulatory, legislative, mission, and program changes on staffing requirements.
  • Conducts administrative work-process reviews and improvement studies and recommends more effective use of organizational resources.
  • Counsels management on organizational structures and resource requirements to support effective use of people, funds, and materials.
  • Resolves complex civilian and military personnel actions involving reassignment, extensions, pay, retirement, separation, evaluation, awards, and promotion.
  • Coordinates assessment and selection activities, candidate communications, hiring-board support, in-processing, and onboarding.
  • Develops the Unit civilian hiring strategy and manages implementation in accordance with applicable policy and higher-headquarters guidance.

Specialized Experience: One year of specialized experience which includes interpreting policy and higher headquarters guidance; developing strategy and managing its implementation; leading complex studies and administrative projects that require coordination across multiple organizations; managing personnel, funding, and material requirements; coordinating staff actions and consolidating responses; and evaluating administrative programs and policies to recommend improvements and ensure compliance. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
