Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is: To serve as the Senior Air Reserve Technician (ART) Officer with overall supervision and management of either an Aircraft Maintenance Squadron , a Maintenance Squadron , an Equipment Maintenance Squadron or a Component Maintenance Squadron at an Air Force Reserve Command (AFRC) unit-equipped or associate unit. DUTIES: Duty 1: Plans, organizes, and oversees the activities of the squadron. Manages assigned maintenance resources and ensures production meets operational requirements and technical standards. Duty 2: Exercises supervisory personnel management responsibilities to include personnel and position management, equal opportunity, security, and safety. Duty 3: Represents organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with internal and external customers.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 908 AIRCRAFT MAINT SQ with the military rank of O-4/MAJ, AFSC: 021A3. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1601 Aircraft Maintenance Manager. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to assess unit capability and advises commanders, supervisors, and staff. Defines technical problems and economic factors related to modification/conversion activities and system applications. Maintains sound positions management practice when determining types and numbers of positions to support the organizational mission. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Reviews and coordinates on all functions of production management, quality control, and the direction of aircraft maintenance, avionics, and munitions activities, and uses Management Information Systems (MIS) to evaluate and interpret a variety of products and reports and analyzes each product taking necessary action to ensure workload is accomplished in the most effective manner. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of aircraft maintenance management practices, procedures and organizational and mission requirements; capabilities and limitations. 2. Knowledge of basic operating principles of assigned aircraft systems and components; basic munitions, munitions procedures and quality assurance and other unit operations. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. 5. Knowledge of maintenance information systems. Knowledge and ability to interpret instructions, specifications, technical orders, publications and operating procedures. Other significant facts pertaining to this position are: 1\. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 2\. AFRC command-wide geographic mobility is a condition of employment for all ART officer positions. 3\. May act in the absence of higher level supervisor up to and including the Group Commander. 4\. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 5\. The incumbent must obtain and retain a SECRET security clearance level designated for the position. 6\. This is a key management position in which the incumbent is required to formulate, determine or influence training policies of the unit to which assigned. This is a designated key position in accordance with HQ AFRC/DPCS Attachment 17 to the guideline FPM 930-71; the term "key' as it is used here relates to the ART program that defines the position as critical to the unit's mobilization capability and has no relationship to the term "key" as defined in AFI 36-507. 7\. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
