Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position Is: to serve 115 an Air Reserve Technician (ART) officer and manages the overall mishap prevention program for the commander, to direct. monitor, and coordinate all unit safety program activities and function 115 a night instructor/evaluator on unit assigned alrcmft. DUTY 1: Provides oversight of the Commanders unit safety program. Oversee the planning, directing, coordination, and evaluation of the safety program managed by the flight, ground, and weapons safety managers . Reviews overall safety plans and programs, researches and analyzes issues, identifies deficiencies, and develops means to improve the deficiencies. Serves as Instructor and/or Examiner Pilot in Unit Mission Aircraft. Instructs or examines pilots in flying proficiency, plans nights and training missions, evaluates pilots, plans course outlines, critiques pilots and perfonns essentially the same duties as the full time IP/FE pilots. DUTY 2: Ovenees the publicity or night, ground, and/or weapons materlals for the unit. Develops and distributes information on changes and advances In flying safety. Ensures that ground and/or weapons safety information and developments are publicized and distributed. Makes use of available means such as: bulletin boards, news media, e-mail, handouts, web-sites, pre-mishnp plans, briefings and other sources to publicize the unit safety program. DUTY 3: Responsible for mishap lnvestfgaelve coordination and activities Involving the unit's personnel, facllltles, equipment and aircraft. Ensures Investigations of all flight, ground, and weapon mishap reports, detennlnes frequency, cause, and preventive actions required to reduce or eliminate future mishaps. Reviews reports for recommended preventive measures to remedy identified deficiencies pertaining to non-flying mishaps, for accuracy and appropriateness, prior to submission of reports to higher authority. DUTY 4: Oversees lhe overall unit safety training program. Reviews safety training programs and materials from the perspective of hazard and mishap elimination. Makes determinations and recommendations to improve and advance the overall safety program. Determines training program effectiveness. Makes training adjustments, for areas not adequately covered, to improve the safety training program. DUTY 5: Exercises supervisory personnel management responsibilities (less than 25 % of the work of the position). Advises and provides counsel to employees regarding policies, procedures, and directives or managemenL SeleclS or recommends selection of candidates for vacancies, promotions, details, and reassignments In consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 349 AIR MOBILITY WG with the military rank of O-5/ LT COL, AFSC: ???????011MXY. SPECIALIZED EXPERIENCE: Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 in the Federal service. SUBSTITUTION: - Completion of Air Force pilot or navigator training or equivalent training in other US military establishments for heavier-than-air aircraft may be substituted for one year of general experience. - Satisfactory completion of Air War College, Air Command and Staff College, or equivalent in another of the US military establishments, may be substituted for one year of specialized experience. - Each year of service in a Reserve component of the US military establishment in assignments that normally would result in progression into the position of Aircraft Operations Officer, and in which the flying requirements specialized by Air Force regulation have been met, may be credited for three months of general or specialized experience. The substitution, may not be made for periods of Reserve service which occurred concurrently with periods of fulltime experience for which credit is assigned. MINIMUM INSTRUMENT HOURS REQUIRED: Must hold a valid USAF instrument rating or other equivalent military or civilian rating. MINIMUM FLYING HOURS: Applicants must have logged 2,000 or more total flying time as a Pilot or Navigator (combat systems officer) (accumulation of primary, secondary, instructor, evaluator, simulator, student and other time) or 1,300 hours Primary Flight Time (accumulation of primary, secondary, instructor and evaluator time). Current Federal employees must be mission qualified on flying status within the past 60 months. Non-Federal employees must have actively flown within the past 36 months. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge, skill, ability, and experience as a rated pilot on flying status In the Unit Mission Aircraft. 2. Knowledge of and ability to formulate plans and courses pertaining to flying operations and unit flying training activities. 3. Knowledge of established safety principles, practices, procedures, laws, regulations, related to overall military safety programs. 4. Ability to communicate effectively, both orally and In writing. 5. Ability to independently plan and organize work, and meet deadlines. Other significant facts pertaining to this position are: I. The incumbent must be a rated Instructor/evaluator aircrew member (pilot) on flying status in unit to which attached. Periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position. Incumbent must participate in regular and frequent nights, as required by the unit commander. 2. This position Is that of a management official. In this capacity, the incumbent Is required to formulate, determine or Influence policies of the unit to which assigned. 3. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments. 4. As necessary to meet special and/or essential unscheduled flying missions, may be required to work an uncommon tour of duty, with brief advance notice. 5. The incumbent's regular assignments are primarily ART; however, the incumbent Is assigned non-ART duties not to exceed 30 percent of total responsibilities.
