This position is open to candidates residing in Colorado, Kansas, Missouri, North Carolina or Texas.

As the Business Analyst - AI COE, you will help NCTC members move from opportunity to outcome throughout their journey with NCTC's Artificial Intelligence Center of Excellence (AI COE). You will collaborate with member operators, platform build teams, vendors and internal stakeholders to gather and document requirements, map current workflows, define target-state processes and translate member needs into actionable user stories and acceptance criteria. You will also lead documentation governance, support repeatable member onboarding, validate delivered functionality and help demonstrate member adoption, value realization and platform health.

Compensation Range:

· This is a salaried position ranging from $100,000 to $115,000 annually.

· Bonus Eligible

· Candidates expecting compensation at the higher end of this range should demonstrate multiple years of direct experience in telecom or broadband, demonstrable success in business development, relationship management, or other customer-facing roles.

· This is a non-commissioned position.

Requirements

What You'll Do:

As Business Analyst - AI COE, you will collaborate with member operators, platform build teams and internal stakeholders by gathering and documenting business requirements, mapping how members work today, and defining the target-state processes the AI COE supports

Translate member needs into actionable requirements

· Gather, analyze and document business and functional requirements from member operators and internal stakeholders.

· Lead requirements-gathering and working sessions with members, internal teams and vendor delivery teams.

· Map current-state member workflows and define the target-state processes supported by the platform.

· Convert requirements into user stories and acceptance criteria in partnership with the Executive Director and build teams.

· Identify source systems, integration needs, data-readiness requirements and cross-team dependencies.

· Maintain requirements traceability from intake through delivery using Azure DevOps, Jira or a similar platform.

Own documentation governance

· Coordinate cross-functional stakeholders to define documentation requirements for launches and ongoing operations.

· Produce structured drafts of service descriptions, onboarding guides, support documentation and training content.

· Partner with legal, finance, IT and business operations on contracts, ordering, billing, reporting and other processes the AI COE depends on.

· Establish version control, review schedules and maintenance processes for member-facing materials.

· Audit documentation for completeness and accuracy and own the AI COE knowledge repository and documentation lifecycle.

Lead member onboarding

· Serve as the lead liaison for member onboarding, from requirements gathering through go-live.

· Build and refine repeatable onboarding steps, checklists and guides with vendor partners.

· Map and manage technical and feature dependencies, including member integration endpoints, API management configuration and end-to-end validation.

· Coordinate across members, vendors and internal teams to close requirements gaps and unblock onboarding dependencies.

Drive adoption, validation and insight

· Serve as the primary business liaison for assigned AI COE members, documenting needs and decisions, monitoring progress and escalating issues appropriately.

· Support user acceptance testing and validate delivered functionality against acceptance criteria.

· Develop dashboards measuring member adoption and use-case utilization and maintain member success plans with agreed objectives.

· Identify underutilized capabilities and recommend adoption strategies.

· Turn member feedback into enhancement requests, roadmap recommendations and operational improvements.

· Produce regular executive reporting on member engagement, value realization and platform health.

What You'll Bring

· Bachelor's degree in business administration, information systems, computer science, data analytics or a related field, or an equivalent combination of education and relevant professional experience.

· 5+ years of experience as a business analyst supporting software, data or platform delivery.

· Experience with Microsoft 365, including Teams, SharePoint, Power Platform and Copilot.

· Understanding of APIs, system integrations and data flows.

· Strong requirements elicitation, process mapping, business analysis and technical documentation skills.

· Demonstrated ability to create clear, structured business and technical drafts that others can build upon.

· Clear written and verbal communication skills with both business and technical audiences.

· Experience managing cross-team dependencies in delivery work.

· Familiarity with AI, machine learning, generative AI or data analytics platforms is preferred.

· Valid driver's license.

· Full-time, exempt position.

· Remote or hybrid work eligibility; remote home office must be in Colorado, Kansas, Missouri, North Carolina or Texas.

· Occasional travel of up to 10% may be required to support NCTC business needs.

· Occasional work outside normal business hours, including evenings or weekends, may be required based on project, implementation or incident-response needs.
