Capital Markets Policy Advisor

Summary

This position is located at Departmental Offices, Domestic Finance - Financial Markets. The incumbent will advise the Director of the Office of Capital Markets, the Deputy Assistant Secretary for Capital Markets, and the Assistant Secretary within the U.S. Department of the Treasury of the impact of policy decisions on U.S. capital markets, financial firms, and the delivery and availability of products and services to U.S. consumers.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Duties may include: Evaluating and producing a wide range of regulatory, economic, and financial analysis relating to the financial markets, products, and services (e.g., equity, derivative, and corporate fixed-income markets), and specifically the intersection of regulation and policy with financial markets. Developing, producing, and preparing policy statements, briefing materials, speeches, testimonies, reports, official correspondence, and other official documents for the Secretary, and other senior officials at Treasury. Conducting research related to proposals for the financial regulatory structure; identifying and aggregating relevant data, information, and reporting on a wide range of issues related to policy proposals for financial markets, products, and services, including regulatory research, market data, and other relevant information related to the delivery of and access to financial services, products, and markets. Providing technical support and analysis of, and monitoring developments in the financial markets, and specifically the intersection of regulation and policy with financial markets

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Providing technical support, analyses, and monitoring developments in capital markets, including evaluating the intersection of regulation and policy with financial markets and analyzing the impact of regulatory proposals; AND - Conducting research and analyzing data on issues related to financial markets, market structure, regulatory developments, and financial products or services; AND - Conducting research related to proposals affecting financial market regulation, market structure, or financial products and services; AND - Developing and preparing briefing materials, policy statements, memoranda, reports, speeches, talking points, or other written materials for senior executives or agency leadership. SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Assisting with technical support, research, and analysis related to capital markets, financial markets, products, or services, including regulatory or policy developments impacting financial markets; AND - Collecting, reviewing, and analyzing financial, economic, regulatory, or market data to support research and policy-related assignments; AND - Assisting with monitoring market trends, regulatory developments, and financial industry issues, and compiling information for reports, briefings, or other assignments; AND - Drafting and preparing written materials, such as summaries, briefing materials, memoranda, reports, or presentations for management or senior executives. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
