Leland Management is seeking an experienced, professional, and highly organized Full-Time Onsite Community Association Manager to provide dedicated management services to Walden Lake, a large established residential community in Plant City.

The CAM will serve as the primary onsite management representative and liaison between the Board of Directors, homeowners, vendors, committees, onsite personnel, and Leland Management. This position requires a proactive manager who is comfortable overseeing a large community, managing multiple projects and priorities, communicating with residents and Board members, and taking ownership of matters from identification through completion.

The successful candidate must be able to balance excellent customer service with strong operational, financial, covenant-enforcement, vendor-management, and administrative skills.

Essential Responsibilities

  • Serve as the primary management liaison to the Board of Directors and implement lawful Board direction in accordance with the Management Agreement and governing documents.
  • Maintain a professional and visible onsite management presence Monday through Friday, 9:00 AM–6:00 PM.
  • Prepare for and attend Board, membership, annual, budget, organizational, committee, and other Association meetings as required. Evening meetings may be required.
  • Prepare agendas, Board packets, management reports, action-item reports, correspondence, notices, and supporting documentation.
  • Maintain a detailed calendar of Association deadlines, meetings, mailings, contracts, projects, inspections, renewals, and recurring obligations.
  • Conduct regular community inspections and identify covenant violations, maintenance concerns, landscaping issues, safety concerns, and other property needs.
  • Administer the Association's covenant-enforcement process consistently and professionally, including documentation, photographs, notices, follow-up inspections, and escalation when necessary.
  • Coordinate architectural review applications and maintain appropriate records and follow-up.
  • Respond professionally and timely to homeowner questions, concerns, emails, calls, and onsite inquiries.
  • Provide regular communication and updates to the Board regarding Association operations, projects, financial matters, vendor performance, and outstanding issues.
  • Coordinate community notices, newsletters, website information, and other Association communications as appropriate.
  • Maintain organized Association records and utilize Leland's approved technology and document-management systems.

Financial Management & Budgeting

The CAM will work closely with Leland's Accounting Team and the Board to provide effective financial oversight of the Association. Responsibilities include reviewing monthly financial statements and variances, assisting with preparation of the annual operating budget, monitoring expenses against the approved budget, reviewing reserve funding and expenditures, monitoring delinquency information, reviewing invoices for accuracy and appropriate authorization, and ensuring Board approvals are obtained when required.

The CAM should be comfortable explaining financial information to the Board and coordinating with accountants, reserve advisors, auditors, insurance professionals, attorneys, and other Association professionals when necessary.

Vendor, Maintenance & Project Management

The CAM will actively oversee the condition and operation of the community rather than simply responding to problems as they arise. Responsibilities include developing scopes of work and RFPs, obtaining competitive proposals, preparing bid comparisons, coordinating vendor access and meetings, monitoring vendor performance, overseeing approved projects, tracking contracts and renewals, monitoring project schedules and budgets, and following work through completion.

The CAM will maintain professional working relationships with landscaping, maintenance, irrigation, insurance, legal, engineering, reserve, construction, and other Association vendors and professionals.

The CAM should regularly evaluate vendor performance and promptly advise the Board when service does not meet contractual or community expectations.

Resident & Board Relations

This position requires exceptional communication skills and the ability to work professionally with a diverse membership.

The CAM must remain neutral, professional, and solutions-focused, particularly when addressing resident complaints, covenant matters, Board disagreements, or challenging situations. The manager should not become involved in community politics, rumors, or personal disputes.

Management provides professional recommendations and information to assist the Board with decision-making; the Board establishes policy and makes Board-level decisions.

Leadership & Onsite Operations

The CAM will take ownership of the day-to-day operation of the Association and coordinate with any assigned administrative, maintenance, lifestyle, or other onsite personnel.

Responsibilities may include establishing workflows and standard operating procedures, assigning and monitoring work, coordinating schedules and coverage, conducting regular staff meetings, monitoring performance, and ensuring that responsibilities are clearly defined and completed.

The CAM will also work closely with Leland's Tampa Division leadership and utilize the resources of the broader Leland team when assistance or escalation is necessary.

Performance Expectations

This position requires a manager who is proactive rather than reactive. The CAM should anticipate deadlines, Board needs, maintenance concerns, contract expirations, budget requirements, resident communications, projects, and potential issues before they become urgent.

Follow-through is critical. Sending an email, requesting a proposal, submitting an invoice, or assigning a work order does not constitute completion of the task. The CAM is expected to monitor assigned matters, follow up with responsible parties, communicate delays, document progress, and confirm completion.

The CAM should maintain a high level of organization and use Outlook and Leland's management systems to manage deadlines and responsibilities effectively.

Requirements

Qualifications

  • Active Florida CAM license required
  • Prior community association management experience strongly preferred
  • Experience managing a large-scale HOA or master-planned community preferred
  • Strong knowledge of Florida HOA operations and Chapter 720
  • Experience with budgets, financial statements, reserves, contracts, RFPs, and vendor management
  • Strong covenant-enforcement and architectural-review experience
  • Excellent written and verbal communication skills
  • Strong organizational and time-management abilities
  • Ability to prioritize numerous projects and deadlines simultaneously
  • Ability to communicate effectively with Board members, homeowners, vendors, attorneys, accountants, and other professionals
  • Proficiency with Microsoft Outlook, Word, Excel, Teams, and community association management software
  • Caliber experience is beneficial
  • Ability to remain professional and composed in challenging or high-conflict situations
  • Strong attention to detail and commitment to follow-through
  • Ability to work independently while remaining an active member of the Leland Management team

Schedule: Monday through Friday, 9:00 AM–6:00 PM

The position is dedicated onsite at Walden Lake. Attendance at scheduled evening Board, membership, annual, budget, or other Association meetings will also be required as part of the position.
