Construction Engineer/Manager (Electrical)

OES has an immediate opening for a Construction Engineer/Manager (Electrical) in West Point, New York . This position provides construction management services, quality assurance oversight, and technical engineering support for electrical infrastructure and facility construction projects at the U.S. Military Academy (USMA). The selected candidate will work closely with government representatives, contractors, and design teams to ensure projects are completed in accordance with contract requirements, applicable codes, and installation-specific standards.

Key Responsibilities:

• •Provide construction management services and oversight inspections to ensure contractor compliance with project drawings, specifications, safety requirements, and contract documents.
• •Conduct daily site visits and document construction progress, quality concerns, and compliance issues.
• •Review material submittals, shop drawings, requests for information (RFIs), and contractor correspondence.
• •Coordinate with Government representatives, design engineers, and construction contractors to resolve project challenges and technical issues.
• •Assist with project modifications, cost estimates, design analysis, specifications development, and schedule coordination.
• •Support installation electrical load-shedding initiatives when directed by utility providers.
• •Provide technical guidance to maintenance personnel regarding preventive maintenance and warranty compliance for newly accepted facilities.
• •Review scopes of work, construction plans, specifications, and technical submittals, providing installation-specific comments and recommendations.
• •Perform compliance inspections and prepare reports documenting findings and adherence to federal, state, local, and installation requirements.
• •Witness testing activities and prepare detailed reports documenting procedures, results, participants, and relevant conditions.
• •Attend project meetings and prepare meeting minutes, action items, updates, and issue logs.
• •Support pre-final and final inspections, develop punch-list reports, and assist with contract closeout activities.
• •Maintain project documentation and tracking information within the West Point DPW project management systems.
• •Review architectural and engineering designs for compliance with installation standards, master planning requirements, and applicable codes and regulations.
• •Investigate post-construction facility issues and provide technical evaluations regarding potential defects or warranty concerns.

Requirements

Minimum Qualifications:

• •Bachelor’s degree in Electrical Engineering, Construction Management, Engineering Technology, or a related discipline.
• •5-15 years of experience in construction engineering, construction management, electrical systems, or related infrastructure projects.
• •Minimum of 5 years of experience supporting military, federal, or Department of Defense construction projects.
• •Strong understanding of construction drawings, specifications, quality control procedures, and field inspection practices.
• •Experience coordinating with contractors, government stakeholders, and multidisciplinary engineering teams.
• •Ability to prepare technical reports, inspection documentation, and project correspondence.
• •OSHA 30 Certification.
• •USACE Construction Quality Management (CQM/QC Management) Certification.
• •Current First Aid Certification.
• •Ability to successfully complete a U.S. background investigation.

Preferred Qualifications:

• •Professional Engineer (PE) license in Electrical Engineering.
• •Experience working with U.S. Army Corps of Engineers (USACE) projects and quality management requirements.
• •Knowledge of electrical distribution systems, facility electrical infrastructure, and power resiliency programs.
• •Experience using AutoCAD, Bluebeam, RSMeans, Microsoft Project, Revit, or similar engineering and construction management software.
• •Familiarity with historical preservation requirements, SHPO coordination, and federal facility design standards.
• •Experience supporting large-scale institutional, military, or campus infrastructure projects.

Compensation Range:

$150,000 - $190,000 annually , commensurate with experience, qualifications, certifications, and overall fit for the position.
