Correctional Program Specialist (Training Specialist) (DSCC)

Duties

Serves as the Designation and Sentence Computation Center (DSCC) Training Specialist, who is responsible for the design and execution of all DSCC instructional programs to include Principles of Sentence Computation, Advanced Sentence Computation, Designations, and Inmate Classifications, all computer-based training to include but not limited to sentence computation modules, and distance learning courses. Responsible for providing training on DSCC related issues to DSCC staff, and other federal, state and private correctional entities as requested. Handles inquiries from law enforcement and correctional agencies concerning inmates confined within the Federal Prison System and responds to inquiries concerning Federal Prisons System policies, and procedures. Provides assistance and direction to the DSCC staff and is a primary resource for staff pertaining to difficult and unique problems involving sentence computation and designation related issues. Provides technical guidance to the field, regional and central offices. Additionally, the incumbent may be called upon to represent the agency in court proceedings as a subject matter expert.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this grade level. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2)a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3)training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: Experience in developing and teaching basic, advanced and specialized programs and creating lesson plans to support the classes presented. Experience in identifying operational or program issues, and initiate corrective action or recommend solutions with limited review or revision. Experience applying federal, state, and/or local sentencing practices and techniques in computing technical inmate sentences. Experience in providing alternate solutions to management problems, conduct interviews, establish and maintain effective relationships with people at high levels of authority and advise managers regarding training and policies. AND Selective Placement Factor: Applicants applying for this position MUST also possess the following Selective Factor. In the event you do not possess the Selective Factor, you will be found ineligible for the position. Applicant must have 2 years of experience in computing complex federal sentences (i.e., supervised release violators; parolee violator terms; aggregated sentences; and District of Columbia Superior Court sentences). AND Applicants must have successfully completed Principles of Sentence Computation and Advanced Sentence Computation training. If applicable, credit will be given for paid and unpaid experience.
