CYBER OPERATIONS PLANS ANALYST

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command J5 at Fort Meade, Maryland.

Duties

• •Maintains and analyzes Cyber National Mission Force (CNMF) partnership-capability information, assessment tools, engagement strategies, and related knowledge-management resources to support operational planning.
• •Assesses, documents, and evaluates partner cyberspace capabilities, their use in mission-essential operations, and their value in meeting urgent operational requirements.
• •Identifies unmet operational requirements and recommends improvements to existing partnerships or establishment of new partnerships to better support CNMF objectives.
• •Develops, implements, and provides training and user support for partnership-focused knowledge-management tools, data products, and analytical capabilities.
• •Plans, coordinates, and supports senior-level key leader engagements by preparing meeting materials, managing schedules, coordinating subject-matter expert participation, documenting action items, and tracking follow-up actions.
• •Facilitates secure information exchange with external partners by preparing approved information products, coordinating required security reviews, and disseminating partner-provided cybersecurity information to appropriate CNMF elements.

Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by analyzing cyberspace operations to identify and document partnership capabilities required to support mission objectives; providing recommendations to leadership on the integration of partner capabilities and assets into cyberspace operational planning and development; developing and maintaining relationships with external partners and organizations to facilitate the planning of joint cyberspace operations; synchronizing cyberspace operational activities with internal and external stakeholders to align mission timelines and objectives. This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.
