Data Privacy Group Manager - Senior Vice President

The IMPaCT Team combines the Cross Border Data Clearance function, the Enterprise Data Office, Privacy, and Records and Information Management. The Enterprise CBDC (Transfer Office) drives the build-out and implementation of Citi's enterprise-wide data transfer framework and implements the transfers operating model.

We are seeking a highly experienced and dynamic Senior Vice President (SVP) to lead, build, manage, and operationalize the cross-border data transfer clearance process for a major business segment within Citi. The primary focus of this role is to orchestrate cross-border data transfer clearances from initiation through approval, serving as a trusted advisor to business stakeholders and partnering across legal, compliance, risk, technology, and control functions to navigate complex regulatory requirements. This critical role requires a blend of regulatory execution, privacy expertise, stakeholder management, process leadership, and content development, with a strong emphasis on automation, AI tooling, strategic communication, and data-driven insights. The SVP will be instrumental in driving timely and compliant clearance outcomes across multiple jurisdictions, translating regulatory and policy requirements into actionable guidance, and ensuring effective execution across a broad network of stakeholders. This role is specifically within the Data Transfers Office.

Key Responsibilities:

Leadership & Operational Excellence: Lead and operationalize cross-border data clearance activities covering privacy, outsourcing, localization, and data sovereignty requirements for a significant business segment, while driving consistent execution, governance, and process maturity.

Clearance Orchestration & Execution: Serve as the primary coordinator and facilitator of cross-border data transfer clearances, driving initiatives through the end-to-end clearance lifecycle, removing obstacles, managing dependencies, and ensuring timely and compliant outcomes.

Advisory & Business Partnership: Act as a trusted advisor to business stakeholders, providing practical guidance on framework requirements, explaining regulatory obligations and clearance expectations, and helping teams navigate complex data transfer scenarios.

Cross-Functional Collaboration: Collaborate effectively across global legal, compliance, privacy, risk, technology, operations, and business teams, leveraging influence and partnership to drive alignment, resolve challenges, and achieve successful clearance outcomes.

Team Building & Management: Build and manage a high-performing team responsible for execution, coordination, and control adherence, fostering a culture of excellence, accountability, and continuous improvement.

Strategic Operating Model: Design and implement a scalable and efficient operating model aligned with Citi's global data transfer framework, optimizing processes for maximum effectiveness and business enablement.

Innovation & Automation: Drive product and automation development, including AI-powered decision support systems, workflow integrations, and intelligent dashboards, to enhance efficiency, transparency, and decision-making.

Data Governance & Ownership: Own and maintain the business-aligned Data Transfer Register, ensuring comprehensive traceability, data quality, accuracy, and audit readiness.

Data-Driven Insights & Analytics: Conduct in-depth qualitative and quantitative analysis to evaluate process performance, identify opportunities for optimization, and provide actionable recommendations to senior leadership.

Knowledge Management & Content Creation: Produce and curate high-quality content, including playbooks, guidance documents, training materials, and FAQs, that simplifies complex requirements and scales organizational knowledge.

Communication & Reporting: Communicate complex regulatory, operational, and process-related information clearly and concisely to senior management, subject matter experts (SMEs), challenge functions, and business stakeholders, ensuring transparency and informed decision-making.

Risk Management & Mitigation: Proactively review and challenge execution quality, identify and escalate risks, and partner with stakeholders to develop effective remediation and mitigation strategies.

Qualifications:

• •Experience: 14+ years of progressive experience in privacy, regulatory operations, legal, compliance, or data governance within global financial institutions or enterprise settings.
• •Team Leadership: Proven success in managing and developing cross-functional teams across multiple time zones in complex, matrixed organizations.
• •Regulatory Knowledge: Strong working knowledge of international privacy laws and cross-border regulatory requirements, including GDPR, CCPA, and other relevant regulations.
• •Technical Proficiency: Hands-on experience with automation tools, workflow platforms, and AI integration in business processes, demonstrating a passion for innovation and efficiency.
• •Risk & Control Expertise: Demonstrated expertise in risk and control frameworks, including process oversight, audit preparation, and the implementation of effective controls.
• •Communication Skills: Exceptional track record of executive communications, content development, and advisory support, with the ability to influence and persuade at all levels.
• •CIPP/CIPM/CIPT/CISA certifications an added advantage
• •Mastery in MS Excel and PowerPoint and office tools.
