Duties

• •Serves as Director, Technical and Quality Assurance Directorate with DLA Strategic Materials, as the senior technical expert and Process Owner on technical and quality assurance related processes.
• •Plans, directs, executes, and provides authoritative oversight for the programs focused on the strict quality assurance and technical oversight of all critical minerals and strategic materials in the National Defense Stockpile (NDS).
• •Responds to industry and congressional concerns, presents, and proposes budgeting requirements at senior DLA, Office of Secretary of War, or Congressional levels.
• •Serves as the ultimate authority and key Science and Technology Advisor for the NDS, identifying and addressing science and technology issues impacting Stockpile commodities and programs.
• •Directs the NDS Material Testing Program, overseeing the independent evaluation of physical and chemical parameters for all critical minerals and strategic materials acquired.
• •Serves as the ultimate authority and expert on manufacturing, production, and Quality Assurance programs for the acquisition of Strategic and Critical Materials, services, or supplies in accordance with DLA and DoW quality assurance policies.

Qualifications

To qualify for a Director of Technical and Quality Assurance, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directing technically complex quality assurance and science support services in support of the National Defense Stockpile. Ensuring commodity inventories of an organization are in the physical and chemical forms for immediate use in the event of an emergency. Serving as the key Science & Technology and Quality Assurance advisor by responding to senior leadership, Office of the Secretary of War, and Congress on the legislation, policies, budgets, and planning on strategic and transformational programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
