Summary
You will serve as a EDUCATION SERVICES SPECIALIST in the Navy Talent Acquisition Group of NRD PHILADELPHIA.
Duties
- You will serve as the senior civilian Education Services Specialist, providing program continuity and expertise for the command.
- You will establish and maintain liaison with national, state, and local education officials to promote awareness of Navy occupational programs.
- You will develop programs to establish and promote positive relationships between Navy recruiting personnel and officials in the education community.
- You will represent the Navy at conventions, professional meetings, and conferences to incorporate Navy career information into civilian career guidance programs.
- You will organize and coordinate Center of Influence (COI) events and functions for key education and employment officials.
- You will facilitate recruiter access to high schools, two- and four-year postsecondary institutions, and maintain the Recruiter Access to High Schools (RAHS) database.
- You will consult with division leadership to determine where assistance is required, such as high school and post-secondary school access.
- You will participate in decision-making processes as a member of the Inter-service Recruiting Council (IRC) or Recruiting Assistance Council (RAC).
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: One year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following type of duties: 1) Establishing and maintaining liaison with national, state, and local education officials and employment development representatives to promote career opportunities; 2) Developing and presenting informational and marketing materials at conferences, professional meetings, and community events to diverse audiences; 3) Organizing and executing outreach events (e.g., Center of Influence events) for key community leaders and educators; and 4) Analyzing program effectiveness and developing innovative approaches to improve outreach and meet organizational objectives. Education
Specialized Experience Substitution Applicants that do not meet the specialized experience may qualify with the following education or a combination of experience and education: Have a Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Positive Education Requirement Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.
