Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as an Engineering Technician within the Work Management Branch of the Business Operations and Integration Division (BOID), Directorate of Public Works (DPW), USAG Aberdeen Proving Ground (APG).
Duties
- Screens and triages facility service orders in ARMA and FMS, validating real property data, confirming customer eligibility, and assigning Priority 1 emergency, Priority 2 urgent, or Priority 3 routine responses.
- Tracks, schedules, and monitors the lifecycle execution of Demand Maintenance Orders (DMOs) and Preventative Maintenance Orders (PMOs) within FMS and GFEBS from initial customer receipt through field dispatch, shop completion, and formal closeout.
- Performs on-site technical verifications and field assessments of reported facility maintenance deficiencies, validating work descriptions, material requirements, and distinguishing between routine in-house shop work and Individual Job Orders.
- Acts as the primary BOID customer advocate and liaison, supporting mission partners and Facility Managers by resolving service order issues, removing delivery obstacles, and updating stakeholders on repair progress and schedule changes.
- Reconciles work order backlogs and produces performance reports in FMS and GFEBS, analyzing completion timelines, spotting recurring equipment issues, and delivering actionable maintenance metrics to leadership.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENT: Specialized experience including technical work in the areas such as: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR Experience in a trade or craft that work required intensive knowledge of engineering principles, techniques, methods, and precedents for example trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes or an Instrument maker or model maker who performed design or development work on devices fabricated. OR Certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes: 1. Conducted quality assurance inspections on completed maintenance and repair work orders to verify compliance with technical specifications, Army regulations, and safety requirements. 2. Analyzed service order labor hours, material costs, and equipment usage to ensure accurate billing, contract compliance, and the timely correction of data discrepancies affecting the maintenance workflow. 3. Resolved customer complaints, service delays, and technical inquiries to improve satisfaction levels, strengthen communication among stakeholders, and support transparency for high-visibility facility and utility maintenance actions. 4. Reviewed customer facility engineering work requests and prepared preliminary cost estimates to ensure proper classification of maintenance or repair work, correct funding allocation, and streamlined processing within the annual work plan. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
