Summary
About the Position: Fort Bliss supports over 30,000 troops, and has undergone the largest post expansion in the Army. It is the home of the 1st Armored Division, FORSCOM deployable units, and has a full scope of base support elements. It is home to the U.S. Army Sergeant's Major Academy, William Beaumont Army Hospital, 32nd Army Air and Missile Defense Command, Brigade Modernization Command, and Joint Task Force North. Duties
- Administer quality assurance surveillance plans in accordance with the base operations contract to ensure effective contract oversight.
- Review all submitted customer work orders for conformance with DPW mission funding policies to ensure conformance.
- Provide contract personnel with interpretations of technical specifications using established guidelines to ensure proper compliance.
- Perform analyses to initiates corrective actions.
- Input recommendations of findings to supervisor for contract modifications.
- Determine work method of execution of projects to increase efficiency of the support provided customers.
- Manage assigned maintenance construction projects from initiation through completion.
- Perform surveillance and hands-on inspections of facilities, infrastructure, HVAC systems, roads, grounds, and ongoing construction/repairs.
- Prepare technical cost estimates for construction, alterations, and repairs using empirical data, RS Means, and current replacement costs.
- Manage facility issues using available resources to support base-wide operations.
- Serve as Contracting Officer Representative to administer Quality Assurance Surveillance Plans (QASP) and enforce contract compliance.
- Evaluate contractor responses to changing regulations and identifies high-risk areas requiring increased surveillance or modified oversight techniques.
- Translate directives from higher headquarters into local procedures and aligns installation DPW efforts across military and civilian stakeholder groups.
- Manage facility service and construction projects through their complete lifecycle—from initial planning through final completion.
- Identify root causes of project performance deficiencies and enforces corrective action plans to keep project schedules and deliverables on track.

Specialized Experience: One year of specialized experience which includes 1) Develop contract performance work estimates for repairs, construction and infrastructure system. 2) Conduct physical inspections of contractor work to ensure compliance with contract requirements. 3) Utilize various surveillance methods to determine the surveillance activity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
