Engineering Technician

Summary

The Engineering Technician is assigned to the Engineering Section of the Facilities Management Service at the John J. Pershing VA Medical Center and is under the direct supervision of the Supervisory Healthcare Engineer. The position performs a variety of work requiring application of extensive technical knowledge involving established engineering methods, procedures, techniques, and practices.

Duties

The duties of the Engineering Technician consist of but are not limited to the following: Assist consulting architects and engineers with design of competitively bid construction and maintenance and repair work. Provide consultants access to existing as built drawings, field measurements, construction standards, and construction specifications relevant to the project scope. Serve as Contracting Officer's Representative, inspecting competitively bid construction, maintenance, and repair construction projects to ensure compliance with drawings and specifications. Submit project applications and makes project tracking report updates into the appropriate database. Review and/or prepare construction documents and detailed cost estimates for competitively bid construction projects and maintenance repair work. Work with General Contractor to resolve problems that arise due to design errors or differing site conditions. Evaluate Architect and Engineer design and construction projects for capitalization of project costs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Engineering Technical Series, 0802, has an Individual Occupation Requirement per OPM. Basic Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes Instrument maker or model maker who performed design or development work on devices fabricated. OR, Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. You may qualify based on your experience as described below: GS-10 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the GS-9 normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: thorough understanding of basic engineering principles covering such specialties as architectural, electrical, mechanical, civil, and structural systems, knowledge of the principles and practices used in the construction industry, and the ability to read and interpret construction and engineering drawing and blueprints. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves moderate physical demands in terms of inspections, investigations, and surveys of facilities. There is commonly some physical exertion such as long periods of standing, walking, stooping, bending, and climbing.
