Position Description

At the Anoka County Transportation Division, our vision is to enhance and protect life by delivering safe, efficient, and sustainable transportation solutions. We are currently seeking an Engineering Technician II to support highway construction and improvement projects and contribute to traffic engineering and right-of-way permitting activities.

In this role, you will work under general supervision and apply technical expertise to support permitting and right‑of‑way operations. Your responsibilities include reviewing, approving, and issuing permits, as well as coordinating, tracking, inspecting, and documenting all work performed within the county right‑of‑way to ensure compliance with the Anoka County Right‑of‑Way ordinance. This work involves permits for utility projects, access modifications, moving operations, and other traffic‑related activities. You will also process right‑of‑way user registration forms, verify insurance and registration requirements prior to permit issuance, and provide support for a variety of traffic‑related tasks.

This is a full-time, non-exempt, on-site position. Interviews will take place the week of 10/19/2026 for those selected to move forward in the hiring process.

Work Location

• •This position will work at the Anoka County Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304.
• •Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

• Job Duties and Responsibilities
• These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Engineering Technician II.

• •Review, process, issue, coordinate, and track permits for activities within the Anoka County highway system, including right‑of‑way use, development access, driveway access, special events, oversize/overweight loads, and utility work impacting county roadways.
• •Inspect permitted work, document findings, and maintain accurate records to ensure compliance with State and County construction and traffic standards. Conduct field reviews of approved traffic control plans and inspect construction and restoration work.
• •Process right-of-way user registrations and confirm all insurance and regulatory requirements are met before permits are approved.
• •Monitor contractor traffic control setups for accuracy, safety, and effectiveness. Require corrections when necessary to maintain safe operations for workers and the traveling public.
• •Assist in reviewing plats and development plans adjacent to the county highway system.
• •Perform data collection, analysis, and reporting to support traffic operations, safety assessments, signal timing optimization, and project development.
• •Conduct field reviews and compile documentation for traffic studies such as speed, volume, crash trends, sight distance, and pedestrian safety evaluations.
• •Utilize Geographic Information Systems (GIS), Computer Aided Design (CAD), and traffic engineering software to develop maps, layouts, and technical exhibits.
• •Support additional traffic engineering functions as assigned.
• •Provide leadership, coaching, and/or mentoring to a subordinate group as assigned.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

• •Requires accreditation from a technical school or applicable trades program and at least 2 years of job-related experience.
• •In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
• •Successfully pass driver’s license background check.

Preferred Knowledge, Skills, and Abilities Needed

• •Experience with traffic engineering principles and practices, complemented by strong understanding of construction and inspection standards applicable to county roadway infrastructure.
• •Knowledge of current MnMUTCD and MN Traffic Engineering Manual.
• •Knowledge of current MnDOT Standard Specifications for Construction.
• •Experience using CAD and drafting.

Physical Demands and Work Conditions

• •Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment.
• •Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
• •Hearing abilities required for general and phone communication, signals, and machine sounds.
• •Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties.
• •Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.
• •Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing.
• •Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment.
• •Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
• •Equipment used includes computers, phones, and standard office equipment in addition to various inspection and surveying equipment depending on assignment.
• •Inspection and surveying equipment may include but is not limited to digital camera, tape measure, hammer, chisels, boom truck and other machinery, electronic drafting equipment, material testing equipment, power and hand tools, and personal protective equipment.
• •Travel between work sites may require driving a county vehicle and/or a personal vehicle.
• •Exposure to toxic or caustic chemicals, fumes, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties.
