Summary
This position is part of the Defense Human Resources Activity. The incumbent acts as Senior Equal Employment Opportunity (EEO/EO) Instructor/Trainer in the Education and Training Directorate, specializing in EEO/EO training and training technology for civilian and military EEO/EO professionals. The primary focus of the position is operational. The operational activities of the incumbent will involve oversight of EEO/EO program development, design, implementation, review, and research.
Duties
As a EQUAL EMPLOYMENT SPECIALIST (COURSE MANAGEMENT TRAINER) at the GS-0260-13 some of your typical work assignments may include: Advises senior leadership, directors, and managers on civilian EEO and military EO policies, procedures, and statutory directives to support mission accomplishment and eliminate systemic barriers. Directs and oversees the full lifecycle of informal and formal EEO complaints, inquiries, investigations, Alternative Dispute Resolution (ADR), and mediation in accordance with EEOC regulations. Serves as the Disability Program Manager administering the Reasonable Accommodation program, conducting the interactive process, and applying Rehabilitation Act and ADA standards. Extracts, analyzes, and interprets civilian workforce data using DCPDS, iComplaints, and Business Objects to conduct barrier analysis and author annual EEOC MD-715 and 462 reports. Develops and delivers executive-level State of the Agency briefings and command survey evaluations to senior leaders, detailing workforce demographics, barrier eradication, and program health. Designs, coordinates, and conducts resident and non-resident EEO/EO courses and seminars for senior leaders, managers, and practitioners in partnership with instructional design specialists. Exercises course and personnel management responsibilities by planning out-year schedules, resolving group differences, guiding staff development, and serving as inter-agency liaison.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Providing expert advisory services to senior civilian and military leaders on EEO/EO statutes, policy formulation, and the systemic application of affirmative employment programs. Managing both informal and formal EEO complaint processing, inquiries, investigations, settlement negotiations, and automated tracking systems (such as iComplaints and EEOC Form 462). Serving as a Disability Program Manager directing reasonable accommodation procedures, assessing medical and job-structure documentation, and ensuring compliance with the Rehabilitation Act and ADA. Developing, updating, and instructing comprehensive adult education and training curricula for EEO professionals, managers, and senior agency leaders. Conducting civilian workforce barrier analysis using enterprise HR systems (e.g., DCPDS, Business Objects) to prepare EEOC MD-715 reports and present executive State of the Agency briefs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
