Climate Fund Managers (CFM) is a leading climate-centric blended finance fund manager. We raise and deploy climate finance funds in partnership at scale and at pace. Through its award-winning model, CFM has created a blueprint for a new generation of climate financiers, whose collective impact can help end the climate crisis. CFM currently manages two emerging market infrastructure funds focused on climate change mitigation and adaptation: Climate Investor One, a c. USD 1 billion fund focused on renewable energy, and Climate Investor Two, a c. USD 1 billion fund focused on water, sanitation and oceans infrastructure.

Established in 2015, CFM is a joint venture between the Dutch Development Bank, FMO, and Sanlam InfraWorks, part of the Sanlam Group of South Africa with offices in The Hague, Cape Town, Windhoek, Singapore and Bogota.

CFM Argos, a Malaysia-based fund manager established as a joint venture between Climate Fund Managers a leading climate-centric blended finance fund manager and Malaysia’s Argos Partners.

CFM Argos manages the Malaysia Climate Infrastructure Fund (MCIF), the country’s first fund dedicated to climate initiatives. MCIF is a diversified vehicle investing in water and wastewater, renewable energy, transportation, and digital infrastructure assets. The fund’s investment scope covers Malaysia, as well as other emerging markets across Asia and Latin America.

Role Overview:

The ESG Manager will be focused on the Malaysia Climate Infrastructure Fund yet will be required to support activities for other funds within Climate Fund Managers. This is an execution-focused role in supporting ESG integration across the investment lifecycle, including due diligence, project development, compliance monitoring, reporting, and training and capacity building of project companies. The role requires significant autonomy, coordination responsibility, and direct engagement with internal and external stakeholders as well as project companies.

This is a full-time role and will be based in one of CFM’s regional offices in Kuala Lumpur, with periodic travel to the Singapore office as well as project sites and will report to the Regional ESG Manager in Singapore.

Key Duties and Responsibilities:

Investment Support

E&S due diligence of deals in accordance with CFM and fund processes - including screening, climate mitigation and adaptation assessments, exclusion list checks, stakeholder engagement, and overseeing external E&S due diligence.

Preparation of inputs to investment papers, attendance at investment committee meetings, and other tasks as required to support the investment process on health, safety, environmental and social aspects.

Project development phase tasks relating to IFC-compliant environmental and social impact assessments (ESIA) and other specialist studies (such as preparation of RfPs; evaluation of proposals; selection and appointment of consultants; coordination of consultant activities; technical review of reports).

Attendance at meetings; liaison with project partners, provision of project-related advice and guidance for E&S management.

Project governance and management, including: preparation of or contribution to documents, as required; participation in project management meetings; and, management committee meetings.

Support with the development and implementation of investment-specific Community Development Programmes for Climate Investor One and Two Funds, as requested by the Regional ESG Manager.

E&S Governance and Strategy

Support implementation of requirements to comply with the Responsible Investment Policy, ESMS, Community Development Framework, and related procedures.

Contribute to ESG tools and templates.

Conduct internal ESG audits of projects, which will include visiting greenfield, under construction and operating project sites in target countries, and preparation of reports and corrective action plans.

Support ESG-related strategic initiatives for the Fund Manager and managed funds.

Impact Analysis & Reporting

Review ESG and impact data for completeness and accuracy.

Prepare narratives and qualitative insights for quarterly and annual investor reports.

Conduct desk-based and field-based monitoring, including construction and operations phase audits.

Thought Leadership & Training

Research and prepare ESG thought leadership materials and presentations.

Develop ESG training materials and develop and guide ESG capacity for Fund Manager staff and Project Companies.

General

Maintain ESG and E&S action plan trackers, action plans, and project documentation.

Organise meetings, manage schedules, draft minutes, and provide administrative support.

Proactively seek opportunities for site-based engagement to gain hands-on ESG management experience.

Qualifications & Experience

Degree in an ESG-relevant discipline such as environmental science, sustainability, engineering, or development studies. A Master’s degree is preferred.

10+ years’ experience in ESG, sustainability, environmental and social management, or impact investing.

Demonstrated experience in one or more subject areas: health, safety, environmental pollution control, biodiversity, social, gender, etc.

Demonstrated experience in renewable energy, biofuel, water, wastewater and/or waste infrastructure projects.

Excellent technical knowledge of environmental and social risks, IFC Performance Standards, and lender ESG requirements relevant to CFM’s business.

Advanced proficiency in Word, Excel and PowerPoint.

Excellent written and verbal English; proficiency in Malay is a strong advantage.

Proven ability to manage multiple priorities, meet challenging deadlines and maintain effectiveness in a fast-paced environment.

Strong interpersonal skills with the ability to build trusted internal and external relationships.
