Summary

The FMS I band provides direction and coordination for multiple operations and maintenance activities to include FAA and Oklahoma City Airport Trust (OCAT) project reviews, OCAT tasking coordination, service contract performance and contractor quality assurance to include preventative maintenance and trouble shooting and repair tasks.

Duties

The incumbent performs multiple, varying, and complex assignments under the minimal direction of the manager or team lead. May act as a contributing specialist on large work activities or as a project manager or lead for large projects/programs/activities. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: Lead the review and coordination for AMP-300 of all AMP-400 design reviews and construction activities for A/E projects, Oklahoma City Airport Trust (OCAT) projects, and support construction projects; work with AMP-300 facility management specialists to develop energy and maintenance related projects; coordinate all OCAT taskings and lead monthly tasking review meetings; coordinate all new construction project turnovers to the maintenance service contractor; serve as a backup for the primary Contracting Officer Representative (COR) for the administration of the Operations and Maintenance, Janitorial and Solid Waste contracts including review/approval of material requests and monthly development of Quality Assurance Surveillance Plan (QASP); review, interpret, and coordinate outages to support projects while understanding the effect on the lines of business, equipment and personnel; manage the center¿s fueling system and map key fobs, serve as the primary point of contact or contractor warranty related issues; serve as a backup for the Facilities Management Team Lead as needed. Additionally, provide guidance to other FMS professionals; lead projects/program teams; develop and recommend solutions to complex problems; prepare and review management reports or contractual documents; develop and recommend improvements to systems and processes to improve operational efficiency; and coordinate technical and engineering related issues with the engineering staff in AMP-300. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Maintains positive and professional contacts and relationships that include internal and external customers. May act as point of contact to provide advice and guidance on the application of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach or to develop new approaches. Assignments regularly require the interpretation of internal and external policies, missions and impacts. Resolves most problems and work issues without the assistance of a manager or team lead. Develops and recommends approaches to address current and anticipated problems and issues. Works with management, teams leads and peers to jointly solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy conformance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one of more organizational units, major subdivision, and LOBS/SOs, and may affect the objectives of the FAA. In some specialties, the work often affects internal and external customers.

Qualifications

To qualify at the FV-I (GS/FG 13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H(GS/FG 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE includes experience in managing maintenance project and programs, management of facilities, evaluating facilities and projecting planning requirements. ALSO QUALITY RANKING FACTOR (QRF): A well-qualified candidate will demonstrate within their resume experience with all of the following: Experience serving as a contracting officer representative for construction and/or service contracts. AND Experience managing medium and large scale projects including leading a project team and providing status briefings and reports to upper management and customers. AND Experience managing planned and emergency facility management related activities to meet customer schedules and needs.
