FACILITY MANAGER

• 1.0 Job Summary
• Responsible for managing industrial wastewater treatment facility. Reports to Chief Operating Officer.

• 2.0 Typical Duties and Responsibilities
• 2.1 Manage the operations of an industrial wastewater treatment plant including overseeing the treatment process, maintenance and repair, operations, and ensuring compliance with permits and regulations.

2.2 Attend and participate in local community-industry partnership meetings.

2.3 Select, hire, train, supervise, and evaluate assigned personnel.

2.4 Track attendance, approve leave requests as appropriate, and approve time sheets.

2.5 Approve purchase orders.

2.6 Supervise and participate in activities related to ensuring compliance with local, state and federal regulations and permits including monitoring of facility treatment process, laboratory analytical program, and compliance reporting.

2.7 Plan, prepare, implement, and monitor departmental budget.

2.8 Administer contracts with industrial customers including monitoring of pretreatment requirements and customer billing.

2.9 Communicate effectively with customers, regulatory agency personnel, vendors, local government officials, and GCA personnel.

2.10 Perform other related duties as assigned.

• 3.0 Knowledge, Skills, and Abilities
• 3.1 Skill ability to train others, delegates work, supervise and manage others.

3.2 Considerable knowledge of the operations and treatment processes of an industrial wastewater treatment facility.

3.3 Knowledge of TCEQ/EPA regulations and permits.

3.4 Knowledge of budgeting and financial principles and practices.

3.5 Knowledge of supervisory and management principles and practices.

3.6 Knowledge of GCA policies and procedures.

3.7 Ability to read/develop and understand technical reports, legal documents, correspondence and regulations.

3.8 Ability to perform complex mathematical calculations.

3.9 Ability to write reports, correspondence and documentation.

3.10 Ability to operate computer system including knowledge of Excel, PowerPoint, SharePoint and Microsoft Word software.

3.11 Ability to communicate orally, in-person, in writing and by telephone.

3.12 Ability to present information concisely in a public forum.

• 4.0 Environmental conditions
• 4.1 Work is performed primarily indoors but occasionally work is required to be done outdoors with some exposure to extreme heat and cold and possibly at remote locations.

4.2 Work may involve exposure to potential noise, mechanical, electrical, explosive, fume/odor, dust/mite, chemical, toxic waste hazards with proper precautionary procedures, including PPE.

4.3 Safety requirements include ability to wear full-face respirator and supplied air

• 5.0 Education, certification, and experience required
• 5.1 Bachelor's degree in engineering or related field.

5.2 Experience in the operation and maintenance of wastewater treatment facility.

5.3 Experience supervising and managing other employees

5.4 Possess and maintain a valid Class C Texas Driver’s License and meet GCA automobile carrier requirements for insurability.

• 6.0 Physical requirements
• 6.1 This is an on-site position that requires presence at the facility locations, Central office and other GCA locations.

6.2 Ability to sit for extended periods while performing various job functions such as operation of PC, reading and writing, and preparing support documentation.

6.3 Ability to occasionally sit, stand, walk, kneel, crouch/stoop, squat, and twist upper body while performing tasks such as working with files and moving around office.

6.4 Work involves performing job duties occasionally under tight deadlines and/or in non-standard situations.

6.5 Ability to safely operate a motor vehicle.

6.6 Working extended hours as necessary.

6.7 Must be able to travel by auto and air for extended overnight stays.

7.0 Additional requirements per location

7.1 Washburn Tunnel and Vince Bayou Facilities

7.2 Manage the operations of Washburn Tunnel Facility and Vince Bayou Receiving Station.

7.3 Facilitate Washburn Tunnel Facility Agreement with Participants.

7.4 Attend and participate in local community-industry partnership meetings.

7.5 Oversee capital projects for Washburn Tunnel Facility and Vince Bayou Receiving Station, including oversight of approved AFEs.

7.6 Track attendance, approve leave request and approve time as appropriate.

7.7 Approve Purchase orders.

7.8 Forty Acre & Campbell Bayou Facilities

7.9 Manage the operations for the active cell and post closure care of the Campbell Bayou Landfill Facility.

7.10 Facilitate Forty Acre and Campbell Bayou Facility Agreement with Participants.

7.11 Attend and participate in local community-industry partnership meetings.

7.12 Oversee capital projects for 40 Acre and Campbell Bayou facilities, including oversight of approved AFEs.

7.14 Manage the operations of the Bayport Facility.

7.15 Attend and participate in local community-industry partnership meetings.

7.16 Oversee capital projects for the Bayport Facility, including oversight of approved AFEs.

7.17 Track attendance, approve leave request and approve time as appropriate.

7.18 Approve purchase orders and monthly customer billing.

Salary Range

$157,560.00 - $193,668.80
