Facility Operations Specialist

Summary

This position is in Region 4, Laboratory Services and Applied Science Division, Quality and Support Branch, Program Services Section. About this organization: Region 4 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

Duties

You will: Plan, direct, and coordinate facility and construction activities for a complex laboratory campus, including master planning, renovations, new construction, and utility and infrastructure upgrades. Manage daily facility operations, preventive maintenance, vendor coordination, troubleshooting, and emergency response to keep laboratory facilities mission-ready. Serve as the Contracting Officer's Representative on facility-related contracts by preparing procurement documentation, reviewing statements of work, and ensuring contract closeout. Provide support for physical and personnel security, emergency preparedness and response, COOP (Continuity of Operations) planning, and environmental management systems. Manage the facilities operational and utility budgets, track procurement and requisitions, identify capital improvements, and support annual reporting requirements. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

Qualifications

NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as leading facility planning and construction activities for a laboratory campus; managing daily facility operations, preventive maintenance, and emergency response; serving as, or assisting, a Contracting Officer's Representative (COR) on facility-related contracts; and supporting security, emergency preparedness, environmental management, and/or facility budget or utility oversight. Education

Facility Operations Specialist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in engineering, industrial arts, property management, or business administration; OR specialized experience as described above.
