Federal Programs Specialist

Reports To : Chief Financial Officer

Work Year : 12 Months

Salary Range : $45,000 - $65,000 (Commensurate with Experience)

FLSA Status: Exempt

Position Overview :

The division’s Federal Programs Specialist provides leadership in the development, implementation, administration, monitoring, compliance, and evaluation of federal and other grant programs for Sussex County Public Schools (SCPS) a small rural district with 3 schools in Sussex County, Virginia. The Federal Programs Specialist is supported as a member of the finance department by the Chief Financial Officer. The Specialist is responsible for grant applications, budgets, program effectiveness, and reporting requirements for Title I, Title II, Title III, Title IV, Title V, Perkins, Virginia Tiered Systems of Supports (VTSS), and other assigned grant programs to support high-quality educational programs and services for students.

Qualifications and Requirements:

Education:

Bachelor's and/or Master’s degree in Business Administration, Educational Leadership, or a related field required.

Experience :

Minimum of five (5) years of successful experience with public school division Title Grants required.

Experience with federal programs, grant administration, educational leadership, or related areas preferred.

Essential Knowledge, Skills and Abilities :

Thorough knowledge of federal education laws, regulations, policies, procedures, and grant requirements.

Knowledge of budget development and grant management.

Knowledge of educational program planning, implementation, evaluation, and continuous improvement processes.

Ability to analyze complex data and prepare detailed reports.

Strong organizational, planning, and project management skills.

Strong verbal and written communication skills.

Ability to establish and maintain effective working relationships with administrators, staff, parents, community members, and state agencies.

Proficiency in technology applications, data management systems, and Microsoft Office products.

Essential Duties and Responsibilities :

Direct and oversee the administration of all assigned federal grant programs and initiatives.

Ensure compliance with all applicable federal, state, and local laws, regulations, policies, and procedures.

Develop, submit, and monitor federal grant applications and amendments.

Maintain required documentation and records for federal programs and grants.

Collaborate with various departments to develop, manage, and monitor federal program budgets.

Analyze student achievement, attendance, graduation, and other performance data to determine program effectiveness.

Provide technical assistance and training to principals, teachers, and staff regarding federal program requirements.

Coordinate meaningful consultation and engagement activities with families, community organizations, and private schools as required by federal law.

Facilitate meetings, committees, and advisory groups related to federal programs.

Assist schools in developing school wide plans and implementing evidence-based interventions.

Submit reimbursement requests

Coordinate time and effort, documentation, and personnel reporting requirements.

Maintain accurate and organized federal program records to support state and federal monitoring, audits, and program reviews.

Coordinate responses and documentation related to federal and state monitoring findings and corrective actions.

Collaborate with school administrators, instructional leaders, finance personnel, and state agencies to ensure effective use of federal resources.

Perform other duties as assigned by the Chief Financial Officer.

Work Environment:

This is a full-time, on-site administrative position located at the central office. The role requires occasional travel to schools, state conferences, and other external meetings.

Physical Requirements:

Demonstrate overall good health. Demonstrate ability to communicate in a clear, concise manner with others.

Evaluation:

Performance of this job will be evaluated in accordance with provisions of the Sussex County School Board’s policy on Evaluation of Certified Personnel.
