Summary
This position of Financial Administrative Specialist in the Nebraska Western Iowa (NWI) Finance Department handles budgeting, accounting (including voucher auditing/processing, agent cashier functions, travel, VERA oversight), and financial advising for department chiefs and executives. Duties include analytical, administrative, and coordinating tasks, plus managing alternate travel preparers across 8 facilities and CBOCs within NWIHCS.
Duties
**PLEASE BE ADVISED: this occupation is currently undergoing a classification consistency review that may result in a change in title, series, and/or grade if determined by the Office of Personnel Management (OPM). A consistency review is required for this position as a result of an OPM appeal related to the occupation. A "consistency review" is the process that involves a classification review of positions performing work that is identical, or related to an OPM appeal to ensure they are classified consistently and in accordance with OPM standards. If a reduction in grade occurs, you could be eligible for grade and/or pay retention.** Major duties include but are not limited to: Collects, compiles, and tracks data/statistics for programs, including FOIA requests and grants. Prepares and assists with reports using software applications and databases. Tracks leave, training, certifications, security requirements, and reports deficiencies. Maintains weekly tracking of education, travel, correspondence, and authorized absences. Manages complex budgetary reports, meetings, and hearings with senior staff. Oversees personnel files, service files, and compliance with federal record-keeping guidelines. Maintains and updates the SharePoint site; organizes and archives records independently. Manages telework schedules and ensures consistent office coverage. Develops, administers, and ensures compliance with Employee Travel Program standards. Provides technical assistance for Concur (travel system) and responds to related inquiries. Develops and updates travel policies, manuals, and training materials; reviews for effectiveness. Acquires resources, conducts research, and assists with scheduling staff and equipment. Manages administrative functions; interprets and implements policies; advises DCFO. Prepares and archives service correspondence; monitors SOPs, work orders, and TMS compliance. Protects sensitive/VA data, ensures compliance with privacy laws, and delivers respectful customer service. Work Schedule: Monday - Friday, 7:00 AM to 3:30 PM. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad-hoc telework. Telework eligibility will be discussed during the interview process. Virtual: This is NOT a virtual position. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Minimum Qualifications for GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: compiling or collecting statistical data in support of program operations; managing recurring reports, such as budgetary reports, meetings, or budget hearings; utilizing various software systems to organize data for presentations; and performing various administrative duties (such as managing a travel program, preparing correspondence, or serving as timekeeper). OR, Education: You may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree (or equivalent) or 2 full years of progressively higher-level graduate education leading to such a degree in a subject area directly related to the position to be filled. (TRANSCRIPTS REQUIRED) OR, Combination: You may also combine education and experience to qualify at the GS-09. You must have a combination of specialized experience and education beyond the first year. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, but does involve walking, standing, bending, carrying of light items such as papers, manuals, books, climbing stairs, and driving an automobile. No special physical demands are required to perform the work. Duties require mental concentration and alertness. The requirement to meet reporting deadlines is an ongoing demand.
