Learn more about CBP's mission, core values and careers at https://www.cbp.gov/about The Financial Program Specialist provides financial management and budget-execution expertise for CBP's Field Operations Facilities Program Management Office, overseeing funding allocations, multi-year spend plans, financial reporting, requisitions, and resource forecasting. The position analyzes financial data, applies appropriations laws and financial guidance, and advises leadership and stakeholders on funding strategies, program performance, and process improvements. This work supports CBP's mission by ensuring facility-related resources are planned, executed, and monitored effectively so operational facilities remain capable of meeting frontline mission needs. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. This position is located within the Operational Support Facilities (OSF) Division, which oversees CBP's large, complex, and diverse frontline operations facilities for the Air and Marine Operations (AMO), the U.S. Border Patrol (USBP), and the Office of Field Operations (OFO). As primary liaison to OFAM Business Partners, OSF executes its core business functions with the following overarching priorities: providing safe and secure facilities, leading major and minor construction planning and execution, and exercising stewardship through appropriate maintenance and operations and responding to unexpected operational emergencies. In this Financial Program Specialist position you will become a key team member of Homeland Security professionals responsible for analyzing and evaluating administrative, staffing support of Office of Facilities and Asset Management (OFAM) mission; assesses the implementation of organizational strategic plans, mission, vision, and values, ensuring that these are communicated and integrated into organizational goals, objectives, work products, and services. Typical work assignments include: Reviewing financial obligations and expenditures, collaborating with internal and external customers to ensure budget funds are allocated and used appropriately and in alignment with broader agency objectives, ensuring compliance assurance regarding budget and financial reporting requirements, and providing administrative financial support services to management relating to the application of planning systems and management programs to execute and fulfill mission requirements. Interpreting, assessing, and applying Executive Orders, Office of Management and Budget guidelines and directives, regulations, management policies, operating practices, and other guidance to functional processes ensuring procedures and automated financial (i.e., SAP Software Solutions) systems comply. Tracking, forecasting, and preparing multi-year spend plans to ensure fiscal viability of the program. Presenting to leadership and OFAM Budget findings of analysis by preparing financial reports for management in a timely manner through analyzing trends in the use of funds and recommending adjustment of program spending, as required. Conducting in-depth evaluative analyses, operations, and procedures for assigned program(s).

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Utilizing principles, policies, regulations, and procedures of budget and financialtransactions to evaluate financial data and prepare a variety of reports. Communicating in writing to reflect financial management and budgeting findingsand recommendations to top management officials. Conducting reviews and/or audits of financial programs to ensure expenditure offunds in accordance with regulatory or legal requirements Providing interpretive and analytical advice on financial transactions and programexecution. Developing format and content to provide managers with various listing, reports,and data relative to status of funds and propriety of obligations. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/06/2026. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
