Summary

This position serves as a Grant Management Specialist in the U.S. Department of Education (ED), Office of Elementary and Secondary Education (OESE), performing professional work for educationally related program (or group of programs) directed towards improving American education.

As a Grants Management Specialist GS-1109-09, you will be responsible for: Performing professional work in support of one or more education programs designed to improve education outcomes and achieve program objectives through the administration of grants, contracts, and related program activities. Serving as a program officer supporting formula and discretionary grant programs. Conducting assigned grant management activities, including reviewing grantee performance (i.e., monitoring), providing technical assistance to grantees, participating in program initiatives, and supporting contract-related activities. Preparing reports, correspondence, recommendations, and assigned portions of program and project documentation for review by senior program staff. Reviewing and analyzing grantee performance and program data using established methods and protocols to assess progress toward program objectives, performance measures, and expected outcomes. As a Grants Management Specialist GS-1109-11, you will be responsible for: Interpreting and applies program requirements, criteria, statutes, regulations, policies, and guidance. Consults with program officials and other stakeholders to identify and analyze program issues, develop alternatives, and provide recommendations to management. Conducting monitoring and oversight of assigned grants to assess grantee performance, progress toward program objectives, and compliance with applicable program requirements and award terms and conditions. Identifies issues, develops appropriate follow-up actions, and provides technical assistance to grantees. Analyzing qualitative and quantitative grantee performance and program data to evaluate progress toward performance measures and program outcomes. Preparing reports, correspondence, recommendations, and other program documentation. Communicates findings and recommendations to senior program staff and stakeholders.

Qualifications

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-9 One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience interpreting elementary and secondary education discretionary and formula grant program requirements and identifying potential implementation, compliance, or operational issues, including identifying appropriate resources to address those issues. 2. Experience analyzing or evaluating Federal or State elementary and secondary education laws, regulations, policies, or guidance and making recommendations regarding applicability to scenarios or issues. 3. Experience providing technical assistance support to improve a elementary and secondary education program's plans or strengthen implementation of an entity's plans. Specialized Experience for the GS-11 One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience analyzing and interpreting elementary and secondary education program statutes, regulations, policies, or guidance for formula or discretionary grant programs and applying analytical and evaluative methods to identify and address program implementation, compliance, or operational issues. 2. Experience analyzing elementary and secondary education grant program requirements and accountability provisions, including the roles and responsibilities of Federal and State entities in program administration and oversight. 3. Experience providing technical assistance to elementary and secondary education applicants, grantees, or other stakeholders regarding the implementation and administration of education programs or projects. OR EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level. Knowledge of education theories, principles, and practices and the roles of the Federal, State, or local governments sufficient to support the administration and evaluation of federally funded educational programs. 2. Knowledge of Federal/State/or local grant administration processes and program requirements sufficient to support grant management and provide technical assistance to grantees. 3. Skill in oral and written communication sufficient to communicate program information, document findings, and prepare reports and recommendations. 4. Knowledge of qualitative and quantitative data techniques sufficient to analyze grantee performance and program data and prepare findings and reports supporting program implementation and oversight. GS-11 1. Skill in applying educational principles and practices of Federal, State, or local government roles to analyze education program requirements and issues, evaluate program requirements and issues, and recommend solutions that support program effectiveness and compliance. 2. Skill in applying Federal/State/or local grant administration requirements and processes to identify and address issues, support effective program implementation and oversight, and provide technical assistance to grantees. 3. Skill in applying qualitative and quantitative data analysis techniques to evaluate grantee performance and program data and develop findings and recommendations supporting program implementation and oversight. 4. Skill in oral and written communication sufficient to explain complex program requirements and issues, prepare reports and recommendations, and present findings to diverse audiences.

You may meet the minimum qualifications of this position by meeting the following education options. (GS-9) Two years of graduate education (beyond a bachelor's degree). or A master's degree or equivalent degree or LL.B. or J.D., if related or A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
