Homeless Services, Coordinated Entry System Coordinator
ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to end homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the implementation and operation of a Coordinated Entry System (CES) for a large Continuum of Care (CoC).
As a critical member of the CES implementation team, the CES Coordinator will be responsible for coordinating program operations related to the CES process and workflow. This includes effectively matching housing referrals to program openings and unit vacancies; actively monitoring CES workflows to ensure resource alignment; supporting system navigation activities to reduce move-in timelines; and addressing barriers at both the system- and program-levels to ensure continuous CES outflow. The position serves as a key liaison between housing providers, outreach teams, shelters, access sites, and other community partners to facilitate effective housing matching, referral management, and successful housing placements.
Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.
Key Responsibilities:
Coordinated Entry Implementation
Implement CoC CES policies, procedures, and requirements, including administration of CES assessment tools, prioritization policies, referral processes and workflows (including relevant HMIS technologies), project-level eligibility, and matching protocols.
Conduct CoC-defined coordinated entry administration and management procedures and protocols to reduce unit vacancies, expedite the rate of referrals from CES to housing, and improve move-in processes for households experiencing homelessness.
Gather and analyze data on household strengths and barriers and program-level service offerings and eligibility criteria to remove barriers to housing and to improve CES processes.
Implement all CES guidance in a standardized and uniform manner, including housing applications, service coordination activities, and data tracking to ensure transparency and fairness in CES operations.
Support cross-functional, interagency, and system-wide collaboration to identify process and workflow issues, and coordinate with appropriate leadership to develop and implement solutions across the CES.
Training and Technical Assistance
Contribute to the development of training materials to CES access sites and CES participating providers, including compliance training, operational forms/guides, and technical assistance materials such as FAQ documents and toolkits.
Translate policy requirements and technical documentation into action-oriented CES processes to improve CES throughput.
Model appropriate CES protocols and procedures with service providers and participating CES partners through coaching, expert facilitation, and adherence to defined policies and procedures to ensure fidelity to CES design standards and program implementation.
Identify process improvements to increase the timeliness of referrals to housing options for which households experiencing homelessness are eligible and prioritized.
All other duties assigned, which may include field-based support, staffing augmentation, direct training, technical assistance, and capacity building, and quality assurance monitoring.
Communication and Collaboration
Develop excellent working relationships with local partners within defined CoC or sub-CoC geographies, including CES participating providers, CES access sites, affordable housing providers, and partners from other systems of care such as behavioral health and substance use treatment facilities.
Examine HMIS and CES data to identify trends among subpopulations or demographic types to identify inequities, and recommend policy and programmatic improvements to eliminate disparities.
Maintain secure communication channels to protect privacy and confidentiality of client information.
Minimum qualifications:
Bachelors’ degree in fields related to Human Services, Public Policy and Administration, Business, or Social Welfare; equivalent experience may be considered.
- Minimum two years directly related experience with Continuum of Care program and HUD Coordinated Entry programs.
- Understanding of the Continuum of Care program and HUD Coordinated Entry Requirements as defined in the CoC Program interim rule and HUD Notice CPD-17-01 Notice Establishing Additional Requirements for a Continuum of Care Centralized or Coordinated Assessment System , plus HUD resources and guidebooks on CES topics.
Excellent verbal, interpersonal and written communication skills, with the ability to explain complex concepts to non-technical stakeholders.
Strong organizational, facilitation, conflict resolution, and problem-solving skills.
P referred qualifications:
Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment while meeting stringent deadlines.
Experience managing sensitive information and maintaining confidentiality.
Knowledge of Housing First, trauma-informed care, person-centered service delivery, and racial equity principles.
Experience facilitating case conferencing or multidisciplinary coordination meetings, managing conflict, and attaining consensus across multiple stakeholders
