KBR is looking for an HSE Supervisor to be based in Basra, Iraq – Daily Commute

Job Dimension

The HSE Supervisor is responsible for ensuring the field level implementation of health, safety and environmental requirements during site execution works in accordance with project specifications, local regulations, and company HSE standards.

Supervise contractor HSE performance on site to prevent incidents, ensure compliance, and promote a strong safety culture across all project activities.

Act as the first level of HSE control on site, coordinating closely with construction teams to ensure that all works are executed safely.

Activities

• •Produce and maintain HSE reporting (daily/weekly/monthly reports, KPIs, statistics, corrective action status).
• •Monitor daily site activities to ensure compliance with project HSE procedures, method statements, and risk assessments.
• •Conduct routine HSE inspections, audits, and safety tours across all work areas (civil, mechanical, piping, electrical, lifting, marine, etc.) and report observations of the site including but not limited to work environment, PPE, mobile equipment, tools and other types of equipment.
• •Ensure proper implementation of Permit to Work (PTW) system, including verification of isolations, SIMOPS and high-risk activities.
• •Supervise critical activities such as lifting operations, confined space entry, working at height, excavation, and hot work.
• •Verify that all personnel are trained, certified, and competent for their assigned tasks.
• •Lead toolbox talks and safety briefings; promote awareness of hazards and preventive measures.
• •Investigate incidents, near-misses and unsafe conditions; support root cause analysis and follow-up of corrective actions.
• •Ensure proper use of PPE and implementation of control measures defined in risk assessments.
• •Track and close HSE observations, non-conformities and corrective actions.
• •Coordinate with HSE Lead, Construction teams and contractors to ensure alignment on safety priorities.
• •Participate in HAZID, SIMOPS reviews, and constructability assessments from an HSE perspective.
• •Ensure environmental compliance (waste management, spill prevention, emissions control, housekeeping).
• •Support implementation of emergency response plans and site drills.

• •Develop and implement systems and standards to facilitate Root Cause and Corrective Action analysis, documentation and metrics as appropriate. Lead safety meetings to ensure staff understand safety requirements
• •Effectively communicate observations, implications and suggestions in written and verbal forms.

Required Qualifications / Experience

Professional Experience

• •More than 8 years of experience in HSE supervision on large EPC/EPSCC construction projects (oil & gas, infrastructure, utilities, or large industrial plants).
• •Proven experience in site-based roles with strong exposure to construction activities and high-risk operations.
• •Previous experience as HSE Supervisor or equivalent role on major projects.
• •Experience in Middle East projects and/or remote site operations is an advantage.

Technical Skills

• •Strong knowledge of international HSE standards and practices (ISO 45001, ISO 14001, OSHA principles).
• •Familiarity with PTW systems, risk assessments (JSA/JHA), incident investigation methodologies, and SIMOPS.
• •Good understanding of construction hazards (lifting, scaffolding, excavation, confined space, electrical works, etc.).
• •Knowledge of environmental management practices in construction projects.

Level / Diploma

• •NEBOSH (IGC) or NEBOSH (OIL & Gas)
• •IOSH Level 3 Certificate
• •IOSH Managing Safely

Languages

Proficiency in English mandatory.

• •Strong field presence and leadership in enforcing HSE culture.
• •Good communication and coordination skills with multicultural teams.
• •Proactive, vigilant, and detail-oriented.
• •Ability to intervene, stop unsafe work, and manage conflicts when required.
