The United States Space Force (USSF) Personnel Analysis and Systems (S1A) at Joint Base San Antonio, Texas is searching for a Human Resources Information Systems Requirements Manager (NH-0201-03, GS 12/13 equivalent). Description: Are you driven to harness the power of technology and data to advance HR excellence? We are seeking an analytical, forward-thinking Human Resources Information Systems (HRIS) Requirements Manager to champion digital modernization for the U.S. Space Force (USSF). In this mission-critical role, you will drive the analysis, prioritization, and deployment of cutting-edge HR IT capabilities and system enhancements essential to empowering the Guardians who secure our Nation's interests in, from, and to space. Working at the intersection of people and technology, you will partner with cross-functional stakeholders and developers to translate complex operational needs into seamless digital solutions, while delivering expert functional support and troubleshooting to leadership and end users. The ideal candidate is a skilled Human Resources professional holding a Bachelor's degree in HR, IT, or a related field, combined with strong experience in Human Resources Information Systems (HRIS) and proficiency in utilizing and troubleshooting Department of War military and civilian HR databases. This individual must excel at retrieving data, performing detailed analyses, and providing technical assistance to system users while maintaining a solid understanding of federal HR principles. Operating with a high degree of independence, they will resolve recurring system issues and collaborate effectively with senior specialists on complex, high-priority projects. Key Skills and Abilities: Expert technical knowledge of, and skill in applying, advanced Space Force personnel principles, concepts, methods, and practices; engineering concepts; and Space Force personnel management information systems concepts and methods and their interrelationships. Expert knowledge of the theories, principles, practices, and techniques of personnel systems administration and overall knowledge of the objectives, principles, and procedures of HR management. Sound understanding of personnel data systems including available software, equipment configurations and products under development and existing personnel systems. Ability to apply computer system and Human Resource knowledge to situations requiring cause and effect analysis. Ability to communicate effectively, both orally and in writing. Must also be able to work and maintain effective relationships with others. High degree of analytical ability to effectively analyze changes in legislation and policies and determine the impact on existing personnel functions, processes, and actions.
