Human Resources Specialist (Classification/Recruitment and Placement)

Summary

About the Position: Serves as a Human Resources Specialist for Civilian Human Resources Service Center (CHRSC). The CHRSC provides services to complex organizations which have HR projects that are often sensitive and extremely difficult to resolve.

Duties

• •Provide expert Civilian Human Resources advisory and technical services for complex and impactful customer functions and work practices.
• •Analyze and advise on staffing requirements, resources, and problems involving a high degree of complexity.
• •Advise management on recruitment strategies, sources, special programs, and recruitment, relocation, and retention incentive programs.
• •Provide position classification management advisor services that typically deal with difficult, complex, and often issues controversial to position management.
• •Use and provide advice and assistance on automated personnel programs such as Fully Automated System Classification (FASCLASS), Defense Civilian Personnel Data System (DCPDS), and USA Staffing.

Specialized Experience: One year of specialized experience at least next lower grade level that demonstrated knowledge with providing a full range of technical advisory services for a variety of Human Resources recruitment and placement processes and procedures; determining appropriate pay administration; determine recruitment methods for complex and un-routine recruitment issues; utilization of HR automation tools and systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
