Summary

As a Interdisciplinary Physical Scientist (Federal Project Director), you manage highly complex projects with significant resource requirements, new technology, or aggressive project goals and/or visibility. Responsible and accountable for planning, implementing, and completing projects using a systems approach; developing and implementing the acquisition plan and project execution plan; defining project objectives, scope, cost, and schedule.

Veterans shape the future of energy As an Interdisciplinary Physical Scientist (Federal Project Director), you will: Serve as the primary DOE official responsible for leading, overseeing, and evaluating the day-to-day management of line-item construction projects and/or general plant projects at Lawrence Berkeley National Laboratory. Evaluate effectiveness and project performance in terms of mission accomplishment; baseline changes and controls (scope, schedule, cost); risk management; issues management; quality and quantity standards; procedural, policy, and regulatory compliance; technical competence; and adherence to DOE requirements. Provide independent assessment of project performance to DOE Site Office and DOE Office of Science program leadership. Organize and lead Integrated Project Teams (IPT), directing and coordinating the efforts of engineering, procurement, environmental, quality assurance, safety, financial, and project management personnel. Appointed as the Contracting Officer's Representative, as appropriate and as delegated by the contracting officer. Exercise technical oversight over complex, multi-million-dollar projects involving hazardous work by assessing risks associated with project activities and overseeing integration of safety, worker protection, environmental compliance, and quality assurance requirements into project design, construction, and commissioning. Conduct regular site and facility walks to verify that field reality matches what the contractor reports in monthly status reports, baseline metrics, and safety documentation. Support DOE and laboratory investment decisions through collection and use of appropriate operational data regarding technical needs, conditions, capabilities, and capacities. Facilitate and/or deliver regular reporting on project performance to DOE Site Office and DOE Office of Science program leadership. Prepare high-quality documentation in support of project critical decisions, when required by DOE, and brief senior leadership on project execution status, technical risks, and budget requirements. Contribute to DOE/NNSA communities of practice, working groups, and/or peer reviews on project management. Identifies and supports operational improvement opportunities at the DOE Site Office.

Qualifications

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See the Education section for the Basic Requirement. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS-14: You must have one year of specialized experience equivalent to the next lower grade (GS-13). Specialized experience for this position is defined as meeting ALL of the following: Managing and/or overseeing projects involving the design, construction, and commissioning of facilities and/or structures. Contributing to evaluations of contractor, grantee, project, or facility safety performance and compliance with various requirements. Providing technical advice to leadership and external stakeholders to implement program, policy, or work procedure changes. GS-15: You must have one year of specialized experience equivalent to the next lower grade (GS-14). Specialized experience for this position is defined as meeting ALL of the following: Managing and/or overseeing projects involving the complex design, construction, and commissioning of facilities and/or structures. Leading evaluations of contractor, grantee, project, or facility safety performance and compliance with various requirements. Providing expert technical advice to leadership and external stakeholders to implement program, policy, or work procedure changes. NOTE: There is no substitution of education for specialized experience for the GS-14 or GS-15 levels. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OR Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
