Intervention Specialist (Domestic Violence)

Summary

The position is located in the Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia, Office of Behavioral Interventions (OBI), Intensive Cognitive Behavioral Intervention Unit (ICBIU). The Agency is responsible for working closely with the criminal justice system and community leaders in providing the full range of comprehensive services to support the fair administration of justice, increase public safety, prevent crime, and reduce recidivism.

Duties

Facilitate Domestic Violence Intervention Program group and individual sessions using prescribed curriculum plans, implementation guidelines, and Notices of Procedures to ensure fidelity to the intervention model. Manage a caseload of Domestic Violence Intervention Program participants by reviewing case records, coordinating services with Community Supervision Officers and Supervisory Community Supervision Officers, documenting participant progress, and ensuring continuity of services. Conduct comprehensive case record reviews at intake and throughout intervention participation, including court orders, Deferred Sentencing Agreement or Civil Protection Order documentation, risk and needs assessments, domestic violence history, toxicology results, supervision history, behavioral health information, and referral documentation. Communicate effectively to support participant learning, accountability, and adherence to intervention standards while maintaining victim-safety requirements. Monitor participant attendance and engagement, applying missed-appointment response protocols, including victim-safety-prioritized notifications, coordination with Community Supervision Officers and Supervisory Community Supervision Officers, and timely SMART documentation. Review and evaluate participant work products such as journals and cognitive-behavioral worksheets, providing structured, accountability-focused feedback aligned with curriculum and evidence-based practice requirements. Conduct phase assessments, reassessments, and progress evaluations to determine participant skill development, accountability growth, and readiness for program progression, completion, or discharge. Participate in Domestic Violence Intervention Program staff meetings, quality-assurance reviews, training sessions, and professional development activities as directed by supervisory personnel. Support quality-assurance functions within the Intensive Cognitive Behavioral Intervention Unit by providing documentation for case audits and implementing corrective recommendations identified through quality-assurance processes.

Qualifications

BASIC ENTRY QUALIFICATION: A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences. OR B. Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: Transcripts are required for all claimed education. ADDITIONAL EXPERIENCE REQUIREMENT: In addition to meeting the basic entry qualification requirement, applicants must have specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as facilitating evidence-based domestic violence or cognitive-behavioral interventions for high-risk offenders and adapting strategies to address resistance or co-occurring issues; managing complex domestic violence cases, conducting advanced risk assessments, and making recommendations that guide intervention and supervision decisions; and collaborating with interdisciplinary teams and community partners to address offender needs, evaluate intervention outcomes, and recommend improvements to enhance program effectiveness and victim safety. Licensure Requirement: To qualify for this position, applicants must possess a current licensure or certification to practice independently in the social services field. This includes Licensed Independent Social Worker (LISW), Licensed Independent Clinical Social Worker (LICSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or comparable certification in a social science discipline such as psychology or social work. Licensure must be current at the time of application and maintained throughout employment. Applicants are responsible for ensuring their licensure remains in good standing and for completing all continuing education requirements necessary to maintain licensure. A copy of your current, unrestricted license must be submitted with your application. Failure to provide a copy of your license will result in loss of consideration. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
