IT SPECIALIST (APPSW)

Summary

You will serve as a IT Specialist (APPSW) in the NAVAL EDUCATION AND TRAINING COMMAND.

Duties

• •You will develop program logic and writing program code using current versions of programming languages like PL/SQL.
• •You will apply principles, methods, and procedures for designing, optimizing, and integrating new and/or reusable systems components sufficient to design and develop efficient and effective applications through optimal use of reusable components.
• •You will maintain database management principles and methodologies including data structures, data modeling, data warehousing, and transaction processing.
• •You will apply software engineering concepts and factors such as structured design, survivability, reliability, scalability, and maintainability sufficient to ensure products are optimized for state-of-the-art technology and functionality.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of information technology-related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: REVIEWING MY OWN INFORMATION TECHNOLOGY-RELATED WORK OR DATA AND HAVE BEEN RESPONSIBLE FOR REVIEWING THE WORK OF OTHERS TO ENSURE ACCURACY, COMPLETENESS, AND CONSISTENCY WITH STANDARDS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: MONITOR CUSTOMER INFORMATION TECHNOLOGY (IT) PERFORMANCE TRENDS TO IDENTIFY STANDARD REMEDIES AT DIFFERENT SUPPORT TIER LEVELS (E.G., TIER-1, TIER-2, TIER-3). 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: PRESENT INFORMATION TECHNOLOGY (IT) PROGRAM STRATEGIES TO SENIOR LEADERS FOR THE INCORPORATION OF EMERGING TECHNOLOGIES. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: PERFORM A RISK ANALYSIS OF INFORMATION TECHNOLOGY (IT) SYSTEMS TO IDENTIFY PROBLEMS AND RECOMMEND SOLUTIONS. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Manage the lifecycle of enterprise application software systems (APPSW) from requirements analysis and design through development, testing, and implementation; 2) lead IT project schedules, milestones, and cross-functional teams using Agile methodologies; 3) Coordinate technical requirements for Programs of Record (POR) before a Configuration Control Board (CCB); and 4) Administer or design databases (such as Oracle or SQL Server) or implementing cloud/COTS solutions (such as Salesforce or Oracle Campus Solutions) while ensuring compliance with cybersecurity standards (such as Risk Management Framework (RMF) or ACAS scans).
