Lead Human Resources Specialist

Summary

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band C.

Duties

Leads the team in identifying, distributing, and balancing workload among employees. Conducts quality and audit reviews of case files; review and verify the qualification determinations for applicants; review and verify the adjucation of veteran's preference; verify the qualification determinations have been adequately documented in the automated systems. Conducts review of on-boarding new hire records, tenative and final offer letters, selection paperwork, case files for closed cases. Ensures that all staffing and recruitment actions, compensation and pay-settign determinations, and other named personnel actions are quality reviewed in a timely manner. Meets with staff individually and as a team to ensure workload is balanced, deadlines are met, and initiatives are implemented. Applies knowledge of the full rane of pay administration policies, principles, and practice under Title 5, Title 21, and other statutes and legal authorities, as applicable, in advising ona variety of compensation issues. Prepares reports and maintains records of work accomplishments and supporting information.

Qualifications

In order to qualify for the Lead Human Resources Specialist position which falls under the 0201 occupational Series, you must meet the following requirements by 11:59 pm EST on 10/05/2026: In order to qualify for the Lead Human Resources Specialist, AD-0201-C, you must demonstrate in your resume at least six (6) years of qualifying experience: advising managers on the full range of human resources functions such as recruitment and placement, compensation and pay administration, and position management; experience supporting team coordination, monitoring compliance with processing timeliness, and assisting senior offiials in ensuring accountability and operational continuity. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
