ROLE PURPOSE

The Liaison Manager is responsible for managing and driving all statutory approvals, permissions, No Objection Certificates (NOCs), regulatory clearances and Government coordination required for the Company's real estate projects. The role acts as the primary interface between the organisation and relevant Government Departments, Regulatory Authorities and Local Bodies, ensuring timely approvals from land acquisition and planning through construction, statutory compliance and project completion.

KEY RESPONSIBILITIES

Government Liaison & Statutory Approvals

Lead end-to-end liaison activities with State Government Departments, Local Bodies and Statutory Authorities for ongoing and upcoming projects.

Coordinate preparation, submission and follow-up of applications, documents and statutory requirements until approvals are received.

Build and maintain effective working relationships with Government and regulatory authorities.

Identify approval bottlenecks, resolve dependencies proactively and escalate critical risks to Management.

Maintain a comprehensive tracker covering submissions, approval status, pending requirements, conditions, validity and renewal timelines.

Land & Revenue Coordination

Manage land-related statutory and revenue matters from acquisition through development and possession.

Coordinate Patta transfer, mutation, Survey Department requirements and FMB sketch verification.

Handle subdivision, amalgamation, reclassification / Change of Land Use, encumbrance verification and revenue record corrections.

Coordinate Government land boundary verification and land handover / possession requirements.

Work closely with Legal, Land Acquisition and Project teams on land-related documentation and approvals.

Planning & Building Approval Management

Manage the complete planning and building approval process with CMDA, DTCP, Greater Chennai Corporation / Local Bodies and other applicable authorities.

Drive approvals from application submission through Planning Permission, Building Permission and project launch.

Coordinate approvals for residential, commercial, non-high-rise, high-rise and layout development projects.

Coordinate requirements relating to Common Areas, OSR, Roads, Planning Permission plots and statutory handover obligations.

Work with Architects, Consultants, Legal and Project teams to ensure timely availability of drawings and supporting documents. NOC & Regulatory Clearance Management

Coordinate and obtain NOCs and statutory clearances from Airport, Fire, PWD, TANGEDCO, WRD, CMWSSB, Forest, CRZ, Archaeological, Highways, Revenue and other applicable authorities.

Coordinate structural and technical NOCs from approved institutions or authorities, where applicable.

Ensure timely submission, follow-up and closure of conditions associated with every approval and NOC.

Environmental & Pollution Control Approvals

Coordinate Environmental Clearance (EC) and liaison with SEIAA and other applicable environmental authorities.

Manage TNPCB-related approvals, including Consent to Establish (CTE), air and water-related requirements and other statutory obligations.

Track approval conditions and coordinate periodic compliance reports with internal and external stakeholders.

TNRERA Compliance & Project Registration

Coordinate project registration with TNRERA and ensure availability of all required approvals and documentation.

Manage periodical updates, statutory submissions and project-related regulatory requirements.

Coordinate advertisement compliance and facilitate TNRERA closure certificates upon project completion.

Construction-Stage & Project Completion Compliance

Track statutory compliance requirements throughout construction and coordinate timely submission of periodical compliance reports.

Coordinate closure of conditions linked to Planning Permission, Environmental Clearance and other approvals.

Facilitate Completion Certificates, Fire Licence / Clearances, Consent to Operate (CTO) and other applicable statutory closures.

Stakeholder Coordination, MIS & Documentation

Work closely with Land Acquisition, Legal, Projects, Architecture, Engineering, Finance and Sales teams.

Coordinate with consultants, architects, surveyors, legal advisors and external agencies for timely approval-related deliverables.

Prepare periodic Approval MIS for Management covering status, pending items, risks, dependencies and critical timelines.

Maintain organised records of approvals, NOCs, permissions, statutory correspondence and compliance documentation.

Develop standard approval checklists, trackers and processes to improve governance and turnaround time.

IDEAL CANDIDATE PROFILE

8–15 years of experience in Liaison, Statutory Approvals, Government Relations or Regulatory Compliance.

Significant experience in Real Estate, Construction or Infrastructure; Real Estate exposure strongly preferred.

Strong hands-on experience dealing with Government Departments, Local Bodies and statutory authorities.

Thorough understanding of the real estate approval lifecycle from land acquisition and planning through construction and completion.

Hands-on exposure to CMDA, DTCP, Greater Chennai Corporation and other applicable planning / local authorities.

Strong understanding of Patta, Mutation, FMB, Subdivision, Amalgamation, Reclassification and Revenue Records.

Experience coordinating multiple statutory approvals and NOCs simultaneously across projects.

Working knowledge of Environmental Clearance, SEIAA, TNPCB, CTE and CTO processes.

Experience handling TNRERA registration and project compliance will be preferred. • Strong documentation, networking, negotiation and stakeholder-management skills with high ownership and follow-through
