General responsibilities
Process purchase requisitions/orders within purchasing authority.
Invite, assess and recommend supplier tenders, bids, quotations, and proposals
Establish and negotiate contract terms and conditions, and maintain supplier relationships
Prepare and maintain purchasing records, reports and price lists
Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements
Regularly inspect vehicles to ensure that all vehicles are in good working order and equipped according to NPA policy
Manage a stock system control and store keeping
Keeps asset inventory updated at all times
Assist in booking of travel and accommodation requirements for staff and official visitors
Ensures all vehicles and capital equipment are insured according to NPA’s, donor’s and local regulations
Ensures all logistics operations are fully documented and filing system well organized
Ensures all office consumables and supplies are procured in timely manner, stored and available for seamless functioning of offices and departments
Other duties and tasks assigned by the immediate supervisor
Specific duties
Implement proper recording and monthly reporting systems of all logistics activities inclusive of updated inventory
Evaluates the performance of suppliers, oversees the customs clearing process and coordinates the processing of assigned customer orders
Responsible for the timely procurement and delivery of high quality, low-cost products and the proper processing of assigned customer orders
Keep accurate and up-to-date inventories of any stock held, and replenish and distribute them in line with the programme’s requirements
Keep accurate and up-to-date inventories of field teams and departments, including updating all files, logbooks and fuel records, analyse and reporting on fuel usage per kilometres monthly
Keep accurate and up-to-date vehicle history files, including detail of all servicing, repairs, logbooks and fuel records
Arrange for any servicing and repairs as required
Constantly evaluate all local suppliers, their products and prices to obtain the best value for money and conduct regular market surveys
Qualifications:
Education:
University degree/diploma in a relevant field
Good knowledge of English and Ukrainian - both speaking and writing
Good computer skills
Experience:
Three years or more experience within the humanitarian sector
Two years or more experience in the relevant logistic field
Previous work experience in insecure environments and able to work effectively under difficult conditions
Experience with software for procurement, warehousing and fleet management is desirable
Experience in importation and customs procedures is preferred
Personal Competencies:
Strong communication and interpersonal skills
Systematic and organised in approach, including accuracy, consistency, and attention to details, tenacity, and the ability to work under pressure
Ability to meet deadlines and work calmly under pressure with limited supervision
Excellent health

The Logistic Officer is to abide by the policies and personal code of conduct set by the Norwegian People’s Aid (NPA) and represent the organisation in a loyal and responsible manner.
