Management and Program Analyst

Summary

This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, FWS Management and Administration, Operations: Geospatial Data Services. There is one position available that can be filled in either Burbank or Walla Walla, Washington or Denver, Colorado.

Duties

The duties of the position include but are not limited to the following: Management and administration of the FWS ArcGIS Enterprise deployment. Publishing image services using ArcGIS Enterprise for Kubernetes. Identifies analyses of, evaluates, and draws conclusions and implements solutions for geospatial data issues and problems. Identifies needed changes and improvements in bureau geospatial data and related information technology infrastructure and makes recommendations to appropriate parties. Enhances geospatial and data management software applications by identifying opportunities for improvement, making recommendations, and designing/implementing solutions. Works with customers, stakeholders, subject matter experts, and specialists across the Service to define requirements and develop geospatial solutions to support the Mission of the Service. Stays abreast of emerging data management and geospatial technologies, while working with other team members to advise and implements new technologies for improvement and advancement of applications relevant across the Service. Designs end-to-end geospatial workflows and solutions for Service staff using cloud and on-premises environments. Provides scripting and automation support to enable efficient management of enterprise geospatial systems. Provides Service programs/regions with on-demand geospatial services consulting and support (scripting, geoprocessing, database design, ETL, and technology assistance). Assists desktop and enterprise geospatial customers with troubleshooting issues and routes requests for support to appropriate helpdesk. This includes assisting customers with GIS enterprise deployment issues and with communicating troubleshooting guidance related to platform components such as licensing, tools, storage, networking, and security. Serve as a liaison between FWS staff and IT groups within OCIO to translate requirements into solutions to meet business needs of the Service.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/05/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-13 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include: experience with the ESRI Software Suite; leveraging the MS Power Suite and SharePoint; working with national, regional, and field staff to develop geospatial and data management requirements, project roadmaps, and deliverables; working with relational database management systems (RDBMS) including SQL Server, Oracle, and/or PostgreSQL; creating and managing geospatial web-based products and data as well as Extract, Transformation, and Load (ETL) protocols; geospatial, database, and data management concepts; working with IT principles, permissions, security concepts within the Microsoft cloud and desktop environments.
