Job Description

Position summary

The Manager, Ethics and Compliance supports the implementation, oversight and monitoring of the Ethics & Compliance Program in uzbekistan. The role is a trusted, practical and risk-based partner to business and control functions, helping ensure sound decision-making, effective controls and consistent application of Visa policies, international standards and applicable legal and regulatory requirements. The position has a strong day-to-day focus on AML/ATF and sanctions risk while supporting the wider ethics and compliance framework.

Key risk areas

· Anti-Money Laundering and Anti-Terrorist Financing (AML/ATF)

· Sanctions, including Office of Foreign Assets Control requirements and other applicable sanctions regimes

· Anti-Bribery and Anti-Corruption

· Business conduct and ethics, conflicts of interest and prevention of insider trading

· Data privacy, information security, competition law and other applicable regulatory requirements

Core responsibilities

· Serve as a first-line Ethics & Compliance contact for business units, support functions and control partners on day-to-day programme matters.

· Provide practical, risk-based advice on business initiatives, products, client engagements and transactions, and support the design and execution of proportionate mitigation actions.

· Support regulatory engagement on AML/ATF and other compliance matters in collaboration with Legal, Government Affairs and regional Ethics & Compliance leadership.

· Provide compliance input and coordination support for engagements with relevant financial, payments, data-protection and other governmental authorities in Uzbekistan.

· Collaborate with Visa financial intelligence and specialist teams on enhanced due diligence, AML/ATF and sanctions reviews, including client information requests and follow-up actions.

· Lead or support client AML/ATF audits and programme reviews covering governance, policies, procedures, transaction monitoring, sanctions screening, reporting, training and recordkeeping.

· Document findings clearly, agree remediation actions with clients and internal stakeholders, and monitor progress through closure of identified gaps or control weaknesses.

· Execute AML/ATF, sanctions and anti-bribery due diligence, including third-party reviews, client education, workshops and client programme assessments.

· Support regulatory reporting and compliance submissions, ensuring that inputs are accurate, complete, timely and appropriately escalated.

· Promote awareness of the Ethics & Compliance Program and Code of Business Conduct and Ethics through training, communications and office or market engagement.

· Support internal reviews and investigations where required, maintaining appropriate confidentiality, documentation and escalation.

· Track emerging regulatory, financial-crime and payments-industry developments and translate relevant changes into practical business guidance.

· Maintain effective records, management information and reporting on compliance risks, reviews, remediation and programme activities.

This is a hybrid position. Expectation of days in the office will be confirmed by your Hiring Manager.

Qualifications

· Bachelor’s degree or equivalent higher-education qualification in law, finance, business, risk, compliance or a related discipline.

· Minimum of 5 years of relevant experience in ethics and compliance, AML/ATF, sanctions, financial crime, risk management or controls within financial services, payments or regulated technology.

· Professional AML/ATF certification, such as CAMS, is strongly preferred; an ICA Diploma in Governance, Risk and Compliance or a comparable qualification is an advantage.

· Sound knowledge of AML/ATF risks, typologies, sanctions controls and the core pillars of effective financial-crime compliance programmes.

· Good understanding of payments products, emerging payment technologies and relevant regulatory developments.

· Professional fluency in English and either Uzbek or Russian is required; proficiency in all three is an advantage.

· Experience coordinating audits, reviews, remediation actions or regulatory deliverables in a complex matrix organisation.

· Strong analytical and data-handling skills, with proficiency in Microsoft Word, Excel, PowerPoint, SharePoint and related applications.
