About the Position: This position is a Marine Traffic Controller, GS-2150-11 position with the U.S. Army Corps of Engineers, New England District. This position is located in Buzzards Bay, MA. This is a full-time permanent position.

Duties

• •Direct all marine traffic, including permitting two-way traffic passing situations.
• •Determine vessel priorities and movements by considering diverse data elements.
• •Operate the centralized Marine Traffic Control System (MTCS).
• •Determine the need for and advisability of closing the Hurricane Barrier gates.
• •Monitor the integrity of government-owned buildings using the alarm status board.
• •Serve as the focal point for centralized communication, coordination, and dispatch.
• •Monitor the property through the use of closed-circuit television (CCTV) systems.
• •Coordinate with shipping agents and terminal officials to schedule deliveries.
• •Analyze data on tide, current, weather, and traffic to direct vessels.
• •Evaluate canal operating procedures and recommend modifications.
• •Investigate suspected navigation hazards and enforce canal regulations.

Specialized Experience: One year of specialized experience which includes: 1) Monitor marine traffic and waterway conditions to assist senior controllers in directing vessel movements; 2) operate marine communication systems to relay information and instructions to vessel operators; 3) compile data from weather forecasts and tide tables for use in traffic management; and 4) assist in coordinating with emergency services during routine incidents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: nautical science, marine affairs, marine engineering, marine transportation, traffic management, or transportation. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
