Medical Technician (Phlebotomist)

Summary

This position serves as a Phlebotomist with the Laboratory Department located at the Clinton Indian Health Center in Clinton, OK. The primary purpose of this position is to perform all aspects of phlebotomy to obtain blood samples and assist in preparation of patient specimens for shipment. This position reports to the Laboratory Supervisor of the Clinton Clinic. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Duties

Perform clinical laboratory/examinations per request by medical staff for diagnostic purposes. Set up instruments and equipment to assure adequate temperature, humidity, volume, etc. Perform specimen collection using techniques such as venipuncture and/or capillary puncture on all age groups. Instruct clinical personnel in preservation and transport of specimens. Perform clerical duties such as faxing, patient check-in, answering phones, and troubleshooting orders.

BASIC REQUIREMENT(S) Individual Occupational Requirement - Medical Technician Series, GS-0645 For positions at GS-04 and above, qualifying specialized experience includes: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic, and blood banking) and preparing reports of findings; or (b) technical support work in a closely related field, such as biological laboratory technician work, that required application of the methods and techniques of the position to be filled. MINIMUM QUALIFICATIONS, GS-04: Applicants must meet one of the following: Experience: Your resume must demonstrate 6 months of general experience that provided familiarity with the subject matter of the position AND 6 months of specialized experience equivalent to at least the GS-03 level in the Federal service. Examples of qualifying experience include performing clerical duties such as patient check-in, answering phones, faxing, and troubleshooting problem orders; verifying patient identity and properly labeling collection vials; sanitizing equipment prior to blood collection; explaining venipuncture/capillary draw procedures to patients; and drawing blood by venipuncture and/or capillary puncture. OR Education: Successful completion of one of the following: An associate-degree course of study in which the second year included successful completion of a training course of approximately one year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR One year of study that included at least 6 semester hours in chemistry and/or biological sciences, plus successful completion of a full-time training course of approximately one year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology), as well as supervised laboratory practice related to the diagnostic process and treatment of patients; OR Two years of study that included at least 12 semester hours of chemistry and/or biological science coursework directly related to the specialization of the position. OR Combination of Education and Experience: A combination of qualifying education and experience that, when combined, meets 100 percent of the GS-04 qualification requirement. Education used to meet the specialized experience portion must include coursework directly related to the position. (Must provide transcripts.)
