Summary

The Moodle Resource Developer is responsible for the technical implementation, configuration, and ongoing maintenance of the Moodle Learning Management System (LMS) for a four-year CSCP-funded cybersecurity capacity-building project. This role ensures that all digital learning content is secure, accessible, interactive, and aligned with project requirements.

How You Will Make a Difference

Reporting to the Cyber Safety Manager, the Moodle Resource Developer works collaboratively with the Cyber Safety Coordinator, Content Developers and external consultants to build and maintain course structures, manage user flows, test interactivity, and ensure system integrity.

Sets up, configures, and manages the Moodle Learning Management System (LMS) course structures, user roles, permissions, and access controls to support a scalable national rollout.

Builds and maintains online course shells, interactive HTML5 Package (H5P) activities, and multimedia resources across 22 languages, ensuring strict version control and alignment with curriculum requirements.

Tests course functionality, interactivity, and mobile responsiveness, ensuring Web Content Accessibility Guidelines (WCAG) standards are met for learners with low digital literacy (Canadian Language Benchmarks (CLB) Levels 1–4).

Manage learner enrollment processes, designing automated user flows and cohorts to handle high-volume intake during national expansion.

Provides Tier 2 and Tier 3 technical support to learners, staff, and partner agencies, creating “how-to” guides and responding to system-related inquiries in a timely and professional manner.

Maintains LMS security settings (including Multi-Factor Authentication (MFA) and Single Sign-On (SSO) where applicable) and supports implementation of cybersecurity best practices to protect vulnerable client data.

Generates detailed usage reports, quiz analytics, and participation data to support external evaluation and federal reporting requirements.

Collaborates with the Coordinator and Content Designer to integrate AI-generated videos (e.g., Synthesia), resources, and webinar materials into the platform.

Supports system updates, plugin management, backups, and routine maintenance to ensure 99.9% platform stability and uptime.

Assists in preparing technical documentation for audits, compliance reviews, and funding reporting requirements.

Supports archiving course materials and secure system closure or transition at the end of the five-year funding period.

Performs other related duties as required.

What You Bring

Degree or diploma in Information Technology, Educational Technology, Computer Science, Digital Learning, or a related field, or Moodle Course Creator Certificate (or equivalent), plus a minimum of two (2) years’ recent experience managing or administering Moodle or similar LMS platforms; OR an equivalent combination of education, training, and experience.

Demonstrated experience configuring Moodle courses, roles, permissions, activity completion tracking, and reporting tools.

Strong knowledge of online learning tools, interactive plugins (e.g., H5P), and multimedia integration.

Familiarity with LMS security practices, data protection principles, and secure user management.

Experience managing multilingual digital assets and working with translation workflows is a significant asset.

Advanced proficiency in Excel/data visualization to support detailed program reporting.

Strong analytical skills, attention to detail, and ability to test and troubleshoot technical issues independently.

Ability to generate reports and interpret platform analytics to support program evaluation.

Demonstrated ability to communicate effectively in written and oral English.

Demonstrated cultural competency and ability to support diverse learners and staff.

Ability to manage multiple priorities and meet project deadlines.

A clear provincial Criminal Record Check, including a vulnerable sector check, is required, and will be ordered and paid for by the organization. The check must remain current throughout employment and be renewed every five (5) years.

ISSofBC Value Proposition

Expected Hiring Salary: $29.12 - $33.01 per hour.
