NCIS SENIOR STRATEGIC INTELLIGENCE ADVISOR, PLANNING AND STRATEGY

Summary

This position will serve as the Naval Criminal Investigation Service (NCIS) Senior Strategic Intelligence Advisor, Planning and Strategy and principal advisor to the Director and Deputy Director of NCIS on Security and Investigative Activities (S&IA) and Counterintelligence strategic planning, program level planning, organizational performance and evaluation, financial and resources allocation, and integration into the intelligence and security communities in the Department of the Navy (DON).

Duties

• •You will set the NCIS counterintelligence strategic and program level planning cycles and process requirements to ensure consistency in support of NCIS mission.
• •You will consult DON Officials on issues related to NCIS Program Objective Memorandum (POM) cycle inputs to Intelligence Capabilities branch (N99Q) for National Intelligence Program (NIP) and Military Intelligence Program (MIP) funds.
• •You will develop NCIS strategic vision, goals and KPIs to evaluate program execution and financial soundness, sponsor fiscal initiatives, and collaborate with DoW officials to improve resource allocation and integrate NCIS requirements.
• •You will develop near and long-term strategic processes and organizational performance assessment initiatives, and devise and implement the framework and strategies utilized to assess strategic and organizational performance.
• •You will ensure adequate resources and processes are made available to all NCIS directorates, divisions, field offices, and other stakeholders to carry out the support Counterintelligence (CI) and Counterterrorism (CT) missions.
• •You will apply advanced technical and thorough functional knowledge across all NCIS mission areas to direct problem identification, probe causes, and select courses of action for technical and functional specialists to pursue.
• •You will direct evaluation criteria and lead multifunctional teams (analysts, special agents, investigators, technicians) to assess current program efficiency and effectiveness, future feasibility, and overall planning development efforts.

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION (ICSOCQ): Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1. Knowledge of the mission, functions, capabilities, activities, organization, goals and objectives of NCIS; Department of the Navy Intelligence enterprise; the Military Department Counterintelligence Organizations; and the Department of War Intelligence Components. TQ 2. Expert knowledge and demonstrated experience managing complex resource programs within DoW and the Intelligence Community. Experience with and an understanding of the legislative appropriations and authorization process to include Congressionally Directed Actions, Request for Information, and legislative appeals. TQ 3. Expert skill in negotiating with management to accept and implement recommendations involving finances, resource allocation, organizational performance, human capital, organizational change, and/or requiring extensive changes in established procedures or policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
