POSITION SUMMARY

The Manager of Pharmacy / Pharmacist-in-Charge (PIC) provides overall leadership for Desert Sage Health Centers' in-house pharmacy and serves as the organization's Pharmacist-in-Charge. The Manager is responsible for safe and compliant pharmacy operations, pharmacy staff leadership, medication access, financial performance, pharmacy utilization, and pharmacy-level 340B operations.

The Manager reports to the Chief Executive Officer. This position works closely with DSHC clinical and administrative leaders and the contracted pharmacy management partner to establish, operate, optimize, and sustain a pharmacy that improves patient access to medications while contributing to the long-term financial sustainability of the organization.

SUPERVISION RECEIVED

Works under the direct supervision of the Chief Executive Officer. As PIC, the Manager maintains the professional and regulatory authority necessary to fulfill all responsibilities assigned to the PIC under applicable state and federal law.

PRIMARY DUTIES AND RESPONSIBILITIES

• •Serves as DSHC's Pharmacist-in-Charge and provides overall leadership for safe, compliant, efficient, and patient-centered pharmacy operations, including applicable federal and Idaho pharmacy requirements, medication safety, controlled substances, medication purchasing and inventory management, policies and procedures, and audit readiness.
• •Supervises and develops pharmacy staff, including recruitment, onboarding, scheduling, competency, workflow management, coaching, performance management, and creation of an accountable and collaborative pharmacy team.
• •Provides leadership for the financial sustainability of the pharmacy. Works with Finance and the pharmacy management contractor to support accurate monthly pharmacy financial reporting and reconciliation. Monitors pharmacy volume, reimbursement, payer mix, drug acquisition costs, inventory, labor, margin, and other key financial indicators and takes action to improve performance when needed.
• •Leads strategies to maximize appropriate pharmacy utilization and compliant 340B revenue capture, including provider and staff engagement, patient education and in-house marketing, prescription capture and retention, service improvements, and removal of barriers to pharmacy use while preserving patient choice and clinical appropriateness.
• •Serves as DSHC's primary operational liaison with the pharmacy management contractor. Establishes expectations, monitors contractor performance and deliverables, leverages contractor expertise and resources, and works collaboratively to optimize pharmacy operations, financial performance, payer/PBM relationships, systems, and 340B performance, including monitoring pharmacy adherence to applicable payer, PBM, and third-party requirements.
• •Integrates pharmacy services with DSHC's medical, behavioral health, dental, population health, revenue cycle, quality, and other functions to improve medication access, continuity of care, patient experience, and organizational performance.
• •During pharmacy startup and stabilization, works with DSHC leadership and the pharmacy management contractor to ensure operational readiness, including licensure, staffing, systems, payer enrollment, inventory, workflows, training, policies, patient communication, and other activities necessary for successful launch.
• •Participates as an active member of the DSHC Leadership Team, contributes to organization-wide strategic planning and improvement, establishes pharmacy goals and performance measures, and regularly reports pharmacy performance, risks, and opportunities to organizational leadership.
• •Evaluates opportunities to expand clinical pharmacy, medication management, telepharmacy, medication-access, and other pharmacy services when supported by patient need, organizational strategy, regulatory requirements, and financial sustainability.
• •Performs other duties as assigned.

MINIMUM QUALIFICATIONS

• •Bachelor of Science in Pharmacy or Doctor of Pharmacy degree from an accredited school of pharmacy.
• •Current Idaho pharmacist license in good standing and eligibility to serve as Pharmacist-in-Charge.
• •Minimum of five years of community, retail, ambulatory, or outpatient pharmacy experience, including demonstrated leadership, supervisory, or operational responsibility.
• •Direct experience with 340B pharmacy operations, including demonstrated working knowledge of 340B eligibility, compliance, inventory or capture processes, audit readiness, and pharmacy financial implications.
• •Demonstrated ability to lead staff, analyze pharmacy operational and financial performance, solve complex problems, implement change, and work effectively across clinical and administrative teams.

F. PREFERRED QUALIFICATIONS

• •Prior management responsibility for a 340B pharmacy program or covered-entity pharmacy strongly preferred.
• •Experience managing or leading an FQHC-owned, community health center, safety-net, or similar outpatient pharmacy strongly preferred.
• •Experience working with Medicaid, Medicare, commercial payers, PBMs, wholesalers, third-party administrators, and pharmacy management organizations.
• •Experience launching, acquiring, converting, or substantially optimizing a community or outpatient pharmacy.
• •Experience developing pharmacy utilization strategies, patient communication or marketing initiatives, provider engagement, and service-line financial improvement.
• •Experience with clinical pharmacy services, medication management, adherence initiatives, or other integrated pharmacy services preferred.

G. WORK ENVIRONMENT

Work is performed primarily in a licensed outpatient pharmacy and healthcare clinic environment. The position requires routine interaction with patients, employees, medications, pharmacy equipment, technology systems, vendors, and clinical staff. Occasional travel to other DSHC locations, meetings, training, or partner sites may be required.

TYPICAL PHYSICAL DEMANDS

This position requires the ability to stand and walk for extended periods, sit and work at a computer, communicate effectively with patients and staff, reach and handle medications and pharmacy supplies, and lift or carry items commonly encountered in pharmacy operations.
