The Basic Energy Sciences (BES) program supports fundamental research to understand, predict, and ultimately control matter and energy at the electronic, atomic, and molecular levels, generating knowledge that can lay the foundations for new energy technologies and to advance DOE missions in energy, environment, and national security.

Veterans shape the future of energy As a Physical Scientist (EPSCoR Program Manager), you will: Conceive, plan, and direct complex, cutting-edge physical science programs translating high-level priorities into long-range strategic goals, research agendas, and resource plans. Serve as a recognized agency authority providing expert consultation, analyses, and recommendations on advanced physical science topics relevant to the EPSCoR program to senior leadership and external stakeholders. Manage program budgets, monitor project progress, conduct evaluations to ensure alignment with DOE and EPSCoR goals, and oversee corrective actions and contractor performance. Act as an official spokesperson and liaison for the DOE in high-level national/international forums, interagency committees, and professional conferences to advance scientific collaboration and geographic diversity in research. Oversee the solicitation, independent peer review, and funding allocation processes for scientific proposals, ensuring the integration of innovative physical science research across the agency.

Qualifications

BASIC REQUIREMENT: You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See the Education section for the Basic Requirement. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Directing multi-disciplinary physical science research to address organizational priorities and long-term scientific goals. Evaluating physical science research proposals and ongoing scientific projects to assess technical feasibility, and resolve operational or technical issues. Serving as a technical authority representing an organization in national or international scientific forums, interagency committees, or collaborative networks to foster scientific partnerships. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. If substituting education for specialized experience you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
