Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading or authoring comprehensive defense acquisition documentation-such as Acquisition Strategies, Acquisition Plans, Business Case Analyses (BCAs), and milestone decision packages-for major IT initiatives or Defense Business Systems (DBS) in accordance with DoD 5000 series policies (e.g., DoDI 5000.75, DoDI 5000.02, or the Adaptive Acquisition Framework). Developing complex pre-award procurement packages, including Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Market Research Reports, and Source Selection evaluation plans under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Collaborating directly with Contracting Officers (KOs), Program Managers (PMs), and General Counsel to strategically navigate and resolve complex procurement and contract administration challenges, contract modifications, scope disputes, and risk mitigation strategies. Conducting cost-benefit analyses, risk-adjusted return-on-investment evaluations, or lifecycle cost assessments to evaluate, prioritize, and defend alternative IT and automated business system investments at Milestone Decision Authority (MDA) or Authority to Proceed (ATP) gate reviews. Aligning acquisition programs with enterprise IT portfolio budgeting, POM (Program Objective Memorandum) submissions, and spend plans, ensuring acquisition milestones adhere to approved baseline cost, schedule, and technical requirements. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
