Summary
This position is located in Bureau of Consular Affairs (CA), Passport Services (PPT), Management Analysis and Coordination (MAC), Management and Process Analysis Division (MP). Serves as a senior program analyst and subject matter expert in data analytics to recommend and/or develop data-driven solutions that address the bureau's program and business challenges.
Duties
- Conducts complex data analysis to evaluate program effectiveness, inform policy decision, and assess the impact of legislation or regulations.
- Oversees contract and project performance by monitoring progress, evaluating contractor achievement of goals, and assessing risk to ensure effective operations and compliance with regulations.
- Provides technical guidance on data analysis and automation opportunities to enhance program efficiency, including evaluating processes and recommending improvements.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in conducting complex data analysis using analytical tools, software, or programming languages to identify trends, evaluate program effectiveness, or support management and policy decisions. Experience in translating complex data, analytical findings, and technical information into clear written, graphical, or oral products, including reports, briefings, or recommendations for leadership and other stakeholders. Experience in providing technical advice or subject-matter expertise on data analytics, automation, program evaluation, or business process improvement initiatives There is no substitute of education for specialized experience for the GS-14 position.
