Description of Work
The mission of the North Carolina Office of State Fire Marshal (OSFM) is to ensure the safety and well-being of North Carolina's citizens by providing expert fire cause investigations, training for first responders, and enforcing state building codes. OSFM's divisions work together to protect lives and property through comprehensive fire safety programs and services.
With eight key divisions - Codes and Interpretations, Field Services, Risk Management, Licensing and Certifications, Ratings/Grants/GIS/Foam, Fire & Rescue Training/Commission/RPD, Fire Investigation Unit, and Community Risk Reduction - the dedicated staff at OSFM take on a diverse range of essential responsibilities, directly impacting the safety of North Carolina's citizens. - Position 60013390 – Program Analyst I
- Recruitment Salary Range: $60,881 – $70,000
- Salary Grade: NC17

- This position qualifies for a hybrid work schedule including one remote day per week.
The North Carolina Office of State Fire Marshal, Risk Management Division, is seeking a knowledgeable and detail-oriented Program Analyst to provide independent consultation, technical assistance, and program administration for insurance and risk-related programs serving over 100 Local Education Agencies (LEAs) and community colleges statewide. This position supports key insurance functions including underwriting, rating, data analysis, claims review, loss investigations, property schedule management and administration of specialty benefits programs. This role requires strong analytical abilities, excellent communication skills, and the capacity to interpret complex data and policies in support of statewide risk management operations.
- Key Responsibilities:
- Process, underwrite, and rate commercial property insurance policies, endorsements and related documents.
- Interpret Public School Laws and School Insurance Fund scope of coverage policies.
- Consult and advise LEAs and community colleges regarding insurance needs, coverage analysis, and administrative requirements.
- Input and manage data within SPEPIF systems at a 99% accuracy rate.
- Review and schedule property and building content values exceeding $25 billion in insured assets.
- Maintain property policy rating matrices in collaboration with excess brokers.
- Manage databases for property, flood, and GIS mapping.
- Issue certificates of insurance and prepare invoices using accounts receivable systems.
- Conduct audit reporting and support insurance negotiations for renewals and new business.
- Identify, assess, and monitor risk exposures for insured educational institutions.
- Analyze claims and assist in investigations of losses; prepare loss control reports.
- Work with IT to maintain systems and support upgrades.
- Obtain and maintain firefighter rosters for benefit coverage.
- Maintain databases of cancer benefit claims and relevant documentation.
- Work with brokers and third party administrators to obtain coverage and assist with program administration.
- Support daily office operations and special projects assigned by Division leadership.
- Prepare Excel spreadsheets for projects and maintain policy files.
- Assist with duties related to the School Property Insurance Fund (SPFIF).
Knowledge Skills and Abilities/Management Preferences
- Working knowledge of insurance principles and department regulations including commercial property insurance rating and practice.
- Possession of a professional insurance designation appropriate to the specialty area. Ex. CIC, CPCU, AIS, ARM, TRA, CIRP, CRM, AIC
- Ability to provide clear guidance to state agencies, universities, and local governments
- Skill in offering policy analysis and program improvement recommendations
Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
