Program Analyst - INTERNAL TO NHTSA

Summary

The position is in the Office of Rulemaking of the National Highway Traffic Safety Administration. The incumbent serves as a member of the Office of the International Policy, Fuel Economy and Consumer Programs and aids the Chief, Office Director, and Associate Administrator in the development and implementation of international policies. The incumbent also serves as the Agency's liaison with the Department's Passport and Security offices.

Duties

As an International Program Analyst, you will: With the guidance of the Chief and Office Director, the Incumbent administers the Agency's Blue Ribbon and international travel programs. Work with the other offices of the agency, assist in developing positions to be used by U.S. representatives to international organizations' meetings. Keep the Chief, Director, and Associate Administrator informed on international positions and activities. May be called upon to serve as a delegate to various international policy committees, develop background information and reports. May be asked to serve as a liaison with the Secretary's International Transport and Trade Office, the Chief, Office Director, and the Association Administrator, as well as other offices within the Agency on regulatory and other matters. Acts a liaison and exchanges information with foreign government officials, the safety community, international regulatory agencies, and academic institutions. Keeps abreast of and to participate in the advancement of U.S. state of-the-art technologies and programs. The ideal candidate for this position should be able to manage multiple projects at one time, both independently and work with several NHTSA offices and a wide range of external stakeholders. They must have experience in dealing with foreign governments and stakeholders and be familiar with USDOT security procedures. He or she manages and ensures completion of major projects within tight deadlines, provide clear and concise policy recommendations to senior agency management, represent the agency with external stakeholders and Congress, and have outstanding written and verbal communication skills.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience drafting the Agency's international travel plan, work with the Department's Security and Passport Offices to facilitate international visits and facilitate and manage the Agency's Blue Ribbon Program. Experience working with the International Harmonization Chief, Office Director, and Associate Administrator and Safety Standards Engineers performing analyses of rulemaking projects that deal with the global development of safety regulations. Experience responding to internal and external requests for review and comment on reports, correspondence, and other proposed administrative actions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Travel Management - Skill providing guidance to travelers and management on travel requirements. Analysis - Ability to identify issues and developing strategies to promote successful international policies. Stress Tolerance – Skill dealing calmly and effectively with high stress situations including completing major projects within tight deadlines. Written/Oral Communication – Skill writing in a clear, concise, organized, and convincing manner for the intended audience. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Project Management - Ability to work on multiple projects at one time, both independently and in small teams. And with a wide range of external stakeholders.
