Program Manager (Assistant Program Manager Acquisition)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

• •Manage the design, development, acquisition, and fielding of information technology systems to allied and partner nations via the Department of War foreign military sales (FMS) process.
• •Review and evaluate data relating to short and long term technical management, financial objectives and requirements to keep abreast of program progress and anticipated problems.
• •Evaluate pertinent data from points of contact to provide ready, accurate and complete response to inquiries on the status of all assigned programs from Congress.
• •Oversee coordination between assigned program(s) and other systems.
• •Coordinate system development plans, system product improvement plans and establishes design development objectives with users to ensure system aspects and capabilities are in consonance with user requirements.
• •Serve on various top-level advisory boards and committees relative to the general management and technical aspects of projects, recommending and/or acting on proposals having significant impact on National Defense programs and Government policy.

Specialized Experience: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11) which includes: 1) experience managing acquisition programs related to Enterprise Information Systems (EIS) and/or Foreign military sales (FMS); 2) experience conducting evaluations of technical and financial performance data; 3) experience conducting quality oversight by reviewing contractor deliverables; 4) experience managing information system configuration changes. This is a DoD Demonstration Project position. Under the streamlined personnel operations for demonstration projects, the familiar General Schedule (GS) grade structure is replaced with broad pay bands that encompass a range of grades. For example, jobs at the NH-03 broad band level encompass the traditional GS-12 and GS-13 grades. Other initiatives under this demonstration project include simplified classification, streamlined hiring processes, and expanded developmental opportunities. This position requires a 1 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
