Duties
In this Program Manager position you will become a key team member of Homeland Security professionals involved in leading performance improvements, planning, and data analysis efforts for Human Resources Policy and Programs Directorate (HRPPD) leadership and staff. This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Major Duties: Planning, directing, and evaluating complex Human Capital Enterprise transformation programs to support CBP and DHS human capital priorities and improve operational effectiveness. Establishing program goals, schedules, governance processes, performance measures, and risk controls to ensure programs are well-managed, measurable, and aligned with mission needs. Integrating program planning, resource requirements, schedules, and implementation activities to maintain alignment with organizational priorities and ensure timely achievement of program objectives. Serving as a principal liaison with internal and external partners to resolve issues, build consensus, and secure decisions on program direction. Leading program evaluation, change management, and continuous improvement activities to strengthen service delivery, reduce inefficiencies, shorten cycle times, and sustain results. Qualifications
Experience GS-14: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing complex human capital or enterprise transformation programs that affect multiple organizations, processes, or stakeholders. Developing program plans, milestones, governance structures, performance measures, and risk strategies to guide implementation and improve accountability. Analyzing program performance, resource needs, risks, and stakeholder feedback to recommend improvements, corrective actions, or leadership decisions. Applying federal human capital policy, program management principles, and process improvement methods to resolve complex operational issues and improve service delivery. Leading cross-functional teams and stakeholder groups to define requirements, coordinate resources, address barriers, and support adoption of new processes or operating models. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/02/2026.
