PROGRAM MANAGER

Summary

You will serve as a PROGRAM MANAGER in the TECHNOLOGY ACQUISITION DIVISION of COMNAVSPECWARDEVGRU.

Duties

• •You will participate in the Planning, Programming, Budgeting, and Execution System (PPBES) by developing, evaluating, and defending C4I acquisition strategies.
• •You will strategize include requirements definition, budget development, program execution, program management, and program transition from research and development to fielded systems.
• •You will provide programmatic oversight of C4I research and development, test and evaluation and procurement efforts that include networks, tactical communications systems, high bandwidth data communications systems, fire support C2 etc.
• •You will direct, manage, and evaluate acquisition initiatives having immediate and long-term effect on Naval Special Warfare (NSW), SOF, and the expenditure of considerable resources that often results in changing NSW tactics and doctrine.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing acquisition programs, developing strategies and/or requirements; overseeing program execution, evaluating cost, performance, and schedules. Foundational Experience: - Expert experience managing complex acquisition or technology programs, including developing requirements, schedules, budgets, acquisition strategies, and transition plans from research and development through fielding. - Experience utilizing Command, Control, Communications, Computers, and Intelligence (C4I) systems, advanced electronics, and the operational context of Naval Special Warfare and maritime special operations forces. - Skill in Planning, Programming, Budgeting, and Execution System processes; contractor-performance and cost oversight; test planning and analysis; and balancing performance, cost, and schedule tradeoffs. - Experience independently analyzing complex technical and programmatic issues, developing solutions where guidance is incomplete, and influencing or negotiating with senior military, government, industry, and technical stakeholders. Desired skills: - Ability to lead complex C4I acquisition efforts from requirements definition through research, development, testing, procurement, and fielding. - Strong program-management skills in acquisition planning, scheduling, budget development and execution, cost/schedule/performance tradeoff analysis, and contractor-performance oversight. - Technical ability to evaluate C4I architectures, advanced electronics, tactical communications, networks, data systems, and test results in support of operational requirements. - Skill in analyzing ambiguous or conflicting technical and programmatic issues, developing practical solutions, and establishing criteria where established guidance is limited. - Ability to build productive relationships and influence senior military, government, industry, and technical stakeholders to gain resources, resolve issues, and advance program objectives. - Familiarity with Naval Special Warfare and maritime special operations operational needs, including the capabilities required by operators, Explosive Ordnance Disposal personnel, and Special Warfare Combatant-craft Crewmen.
